“L’Affaire Sal’s Place: Money and Meanness in the New Ptown."

The first thing you notice when you walk into the resurrected Sal’s Place, in the heart of Provincetown’s West End, is the hustle and bustle of a hot restaurant: the place is packed, the noise level is high, and the servers scoot nonstop to and from the close-set tables. There’s a museum-quality Hawthorne and other class art on the walls, but the place still has a fish shack feel, with exposed rafters and the rhythmic slop of the bay against the pilings on which the waterfront building partially sits. And the food—the Brodetto or Zuppa di Pesce that one Facebook blogger raves about as “so wonderful that Marcella [Hazen] herself would flip,”—well, let me tell you, the Zuppa is so sweet, so transporting in its plummy, tomato-y tannic richness as to have made Sal’s the vacation spot’s dining destination of choice near overnight.

All this was pretty much the word around town last summer when the fifty-four year old Sal’s Place reopened under new management. But the food wasn’t the only things people were talking about. There were also whispers that the owner—a single, self-described blue-collar woman who’d originally arrived in Boston from Tipperary at age 17—was at war with her neighbors—four wealthy men, all gay, who had recently bought the abutting properties for summer party pads, and wanted the place dead and shuttered. In fact, depending on who you knew, you might have heard about bouts of property destruction, interminable delays for the restaurant’s opening, and armies of lawyers getting rich on both sides.


As the not-so-secret knock-down-drag-out tumbled into public view, eating there became an almost political act. Now, after simmering all winter, locals in P-Town are waiting for the hostilities to start afresh.


One resident called the quarrel the “worst case of bullying” he’d come across in his 50 years in town. But you could just as well call the fight over Sal’s place a sort of battle for Provincetown’s soul in miniature—a David and Goliath story about whether the artists, fishermen, and non-mainstream types of all persuasions were still welcome in the new Ptown. Or is this haven at the end of the Cape destined to become an exclusive enclave for the rich gay elite?

Tom Donegan

A Housing Crisis?

Sewer System

The "checkerboard" approach was the only way to get the sewer system approved by the voters at town meeting coming up on FIFTEEN YEARS AGO.  If the system we have today had been proposed then, it would have NEVER EVER EVER EVER EVER made it through town meeting!

Remember, the town planner position was another brilliant idea by Tom Donegan. This windbag also gave us the VFW purchase, a give away of the community center, the fiasco at  the Grace C. building,  a town nurse(what the hell does she do) and now the quagmire that is Harbor Hill.

I had only met Lisa Giuffre once and was quite impressed with her presentation and outreach to the rest of the Cape concerning Provincetown 400. I was dismayed to read that she had resigned. I hope that moving forward that the Pilgrim Monument continues the good works of Ms. Giuffre and I wish her and the Provincetown 400 the best of luck in the future.

"In response to Gordon's letter. If my partner and I were to be fortunate to get a two bedroom unit, why not allow us to rent the second bedroom for a few months?  This temporary tenant could be a seasonal worker or just a summer tourist.  If the person is a seasonal worker, that helps with our needs for summer housing. And if the person were just a summer tourist, they would surely be spending money at local business, which also benefits the town."

The More Things Change The More They.........

It's so weird reading the posts about the soon-to-dust-off Town Planner. The posts about Gloria wax biblical, mythical and plain old misogynistic. She's likely dancing on air, and sooooo ready to get away from such unreasoned hatred. I'm happy for her.

To another point: a local comprehensive plan serves as a framework, a vision, a series of ideas for a community to act upon, or not. It's not a Bible, it's not going to save the town, or make Trump go away. 

That's what revolution was going to do, remember? Yeah, a few years back, all those guy whizzes on the Financial Committee. the Cabal out of town. And what rose in their place? It's different, but it sure ain't any better.

THERE'S an awful lot of hateful people on this blog.  Other than b.... about everybody in town, what do you actually do? Does anyone want to comment?  I know this is an anonymous site, which is why YOU think you have amnesty, so to speak, when you denigrate other's reputations and job performance, but how is it that YOU know all these things?  What do you do in town? Are YOU even from town or just some trolls with axes to grind?  I mean, YOU people are still talking about Jeff and Sharon and they've been gone forever. How many times do YOU need to tell us of your displeasure towards Gloria, David, Gordon, Tom, Erik, Raphael, Cheryl, Louise, Rick, Tony, Radu or any of the others?  What are YOU doing to help with any of the town's issues?  Nothing but b...., far as I can see. "Visioning is looking at the challenges and opportunities and choosing priorities, McPherson said. Today we are doing the visioning. In the future we will work on how to implement these ideas.

The participants divided into focus groups after the initial discussion and took a break for lunch. Because the turnout was larger than expected, McPherson quickly ordered another platter of sandwiches to accommodate the crowd.

Monument Steps in to Save the Day


Just heard the the Monument is taking over the Provincetown 400 effort and the ED has stepped down. This is turning into a hot potato. Looks like the bas-relief restoration and the funicular up the hill  to the Monument will be the two big upgrades to town for the commemoration.

You hit the nail on the head.  The rents they need to charge to cover the expenses are unaffordable to the workers they are supposed to target.  So they are going to allow renters to sublet part of their apartments to make ends meet.  And suddenly we have dormitory housing where no one wants to live rented out to summer tourists.

It's not what I voted for and it's not what people who need year-round housing want.

I couldn't agree more with the previous post, I also wish everyone would remember her decisions from the past as past Chair of the Board of Health with her "checkerboard" approach to installing a new sewer system, she micromanaged that to death with no "transparency" and look where it got us. We should have just run the dam sewer from Truro line to the Ptown Inn but oh no she was the ring leader on that fiasco as well and cost us millions in excess costs, interruption of our local economy and just plain poor planning.

To clarify...

I shouldn't have called anyone an idiot, however I have heard two former members of FinCom say that they didn't think there was much need for market rate rental houseing.  Market rate is exactly that. These units will not be rented as affordable. The rent for a two bedroom might be $2500 or so. There are many people in town who make too much money to qualify for affordable houseing but who do not make enough money/have down payment to purchase property in town. Harbor Hill is trying to meet the needs of this segment of our population.

Town Planner Goes and the Problems Still Remain

Gloria stepped into the vacuum that was and still is Town Hall leadership and tried to make some change.  Definitely made some big mistakes and some big enemies along the way.  It's good for her and for the town that she move on now. 

Hint: That doesn't fix the leadership vacuum in Town Hall.  The BOS remains weak and ineffective and Panagore is a disaster.  Meanwhile, developers continue to rape the town and laugh all the way to the bank every time.

Boy.  Donegan is doing a really poor job on town talk defending the decision of the Year-Round Housing Trust (YRHT) to let the renters take in summer boarders. 

No answer for the fact that affordable housing people (who really need our financial help) would get evicted if they rented during the summer.  Somehow it's ok with the YRHT that better off people don't abide by that rule.  Yes, Tom, affordable housing rules are state mandated.  But you might want to ask yourself why the state forbids affordable tenants to make money off their rentals and yet, you think it's ok that "community housing" tenants CAN make money on their rentals.  I know a lot of taxpayers are asking that question.

My real suspicion is that they've already realized that there isn't going to be enough demand for 2 BR units.  And now they are desperately trying to come up with a Plan B.

In the meanwhile, they are squandering what little trust they had.  Even a lot of Donegan's friends are turning on him in the thread.

BOS Chair Lacks Leadership

Why is it that every weak leader thinks they are the only ones that listen and can correct their perceived issues??   The current little hitler that has her own agenda needs to look in the mirror.   She preaches transparency, accountability and communication, but lacks all of the above manipulating the system without transparency or communication.   She preaches that people are afraid to speak out and complain, but they come directly to her to complain.   She also states that we are stuck with weak board members because nobody wants to volunteer.   Duh??   Is she speaking about herself?  Does she realize how many people complain that she is the worst Chair ever, but are afraid to speak up at meetings to tell her this.   It's up to the other BOS to make a motion to remove her as Chair.   They put her there and voted her in as their leader, not our's.

Tourism Director and Assistant

Tony and Radu (The Director of Tourism and The Assistant Director of Tourism)  have done SO much the past few years to move the town forward!!!  Tourism is up (walk around the past few summers!!)  Business owners are making money, Inns and Bed and Breakfasts are packed (charging high rates to guests)!  Not to mention the nice First Light that they plan each year for New Years. That event alone helps all of the town make some extra money to help during the winter.  They both work extremely hard for this town take far too abuse from others on this website!

Gordon Siegel - Letter to the Year Round Housing Trust

My letter sent to Michele Jarusiewicz for the meeting Wednesday. To the members of the YRRHT,
I am dismayed that I must write a letter requesting that the YEAR ROUND housing trust be limited to members of the Community that live here year round. To be clear, I oppose the notion of allowing people living in Town-Owned year round rental housing to get (summer) short term roommates.

You may recall the BOS/TM had an opportunity to get money from a developer and create summer workforce housing, the very thing you want to use Harbor Hill for now. Unfortunately they chose a media center over housing. And there is no guarantee these tenants are workers, they may just be more summer tourists, oh my!

As for Harbor Hill, although the Trust feels summer tenants in taxpayer subsidized year round housing is innocuous, allowing Tenants to pocket this money is not only unfair to the taxpayers, it is not what the Trust was created for, it is not what the Governor and the legislature had in mind when they approved it, and most important, it is not what was sold to us at Town Meeting.

Besides, the sales pitch we were given on the YRRHT from the TM and the BOS was time and again we heard about teachers, firefighters, police, school teachers, etc., "the fabric of our Community," moving into Harbor Hill. Mr. Panagore was so confident in the Trust he was quoted saying: "The selectmen and trustees are confident that they have a viable path to complete this acquisition and restore year-round rental housing to Provincetown.

Restore it? As you degrade this year round trust by the allowance of summer renters, you are ensuring the YRRHT will be a one and done forever, and the year round Community will suffer by your hands.

Besides the math. If there are 52 beds and 22 of them are summer tenants, the Town didn't house 52 year rounders, only 30 year rounders, and 22 summer visitors. Again, no guarantees they are even here to work!

In closing, I would ask you to think about the fact that the YRRHT was created just for us to help solve our year round housing problem. Therefore, I humbly ask you to please do what we voted for: Year Round Rental Housing.

Town voters: Harbor Hill has turned out to be nothing but a " bait and switch". It was intended for middle income housing which was supposed to be in such short supply. Welcome. Now we have have a combination year round/ summer subsidy for current year round tenants. People- You have been deceived and defrauded. Tom Donegan has done it again. He "plays" every town article. He is an ego driven man and unfortunately Panagore follows his lead. If Panagore continues this I predict it will be of course Tom Donegan's demise and Panagore's exit from Provincetown. Panagore- get a pair of balls and do what you need to do to RIGHT this WRONG. Town voters will never let this one go.

A lot of conjecture!

Why do many insist that the town will be subsidizing this project.  The Housing Trust has been given money from the state.  They will be the ones dealing with the shortfall.

This is market rate housing it is not affordable housing.  Just because some idiot says that there is no need for this level of housing doesn't make it so.  I personally know of at least 6 people who live here year round in rental housing who would qualify and no they are not Eric Yingling nor Rob's Canadian staff.

And another thing, the rules for how tenants get picked are not final.  For people to say that Rob, and Nathan will be choosing to house their workers there is simply a lie.

Let's go to the meeting on Wednesday, listen to the presentation and ask appropriate questions.  The Housing Trust can take our feedback and incorporate it into their decision making process.

Serious?  Under what right?  Constitution be damned?  People can date who they please without dopes like you trying to stop them. .....

Perhaps you should check in on the real world instead of sleeping through it.  Employers have every right to prevent two employees from dating in an employee at will state which is reality in Massachusetts.  It's simply a you may either date employee X or be employed here.  Your choice.

I didn't know the VSB meeting was the movie-of-the-week ... public meetings are open to the public, so save your popcorn for the real movies.

These "2 staff guys" -- and the folks before them (Bob, Bill, and Pat) have brought a lot of tourism $$$ to the town over the years. Don't like them? Show up at a VSB or BOS meeting and voice you concern.

Otherwise, stay home, keep your b.... warm and shovel popcorn down your throat while you gloat.

VSB Meeting

I hope everyone sees the tape of the VSB  meeting and the lack of expertise from the 2 staff guys, god they couldn't even copy and paste correctly, it was embarrassing, is Panagore asleep at the wheel with these guys? They report to him I guess, what does Radu do anyway?

Tent City

Can someone tell us all what is happening with the many, tarps and tents on Rte 6?  It is getting quite large.   Several days ago they had a huge fire to stay warm which I believe is a violation?

Is anyone monitoring this?  The word is that the town stated its State Property so therefore, there is nothing that can be done...  If thats the case, why in gods name does the town DPW have to clean up after they decide to leave?

The exact same thing happened last year around this time and the DPW had to remove all the crap left behind..  If its state then the DPW should be kept out of it...

They have removed trees, hooked up a toilet with a pipe to the pond and so forth and so on...  Is that an an environmental issue?    How and why is the town allowing this?  Not to mention the area is disgusting.......

Harbor Hill

This Harbor Hill fiasco is so bad it is going to make the Manor look like a bargain.  We'll be lucky if the annual subsidy is only $150,000.  But don't worry about any of the renters.  With what they'll make renting out a room for 120 days in Summer they will do just fine.  $10K for the season?  More maybe?  Sweet deal.  They'll be doing better than the affordable housing crowd.  And way better than actual taxpayers who are footing the bill.

Harbor Hill

Can't We do anything right?

Harbor Hill is a disaster and so is the Community Center "deal." Harbor Hill is for Erik Yingling, Gloria McPherson-she needs a place poor child!--well they may only need one place like before--oh, except for an added town employee--she can rent for the summer--and also for David Panagore. Ocean views and we are funding the deal. Anyone who voted and advocated for Harbor hill should not be allowed to rent there. It is a conflict of interest.

This Harbor Hill thing already reeks to high heaven.  Are they just figuring out that there isn't going to be enough demand?  Everyone was telling them.

There's a shortfall in funding of $150,000/ year but they are going to let people who are making $50-100K pocket money from summer rentals?  Instead of giving it back to taxpayers?  And you know Rafael (cash business) Richter and his cousin, each of which just inherited a ton of money, are going to be first in line for apartments.

Summer renters?  Ha.  If I were renting a unit I'd advertise in Boston for a house share in Provincetown for the summer.  Nothing in the rules preventing it.  I may get my entire annual rent paid.

Taxpayers are chumps.

Donegan Speaking Alt Fact

Right before our very eyes the Year Round Rental Housing Trust is becoming WORKFORCE HOUSING.

Anderson bemoaned the need for WH and stated that HH will help fill the need for workforce housing.

<NOTE:  According to the BOS/TM:  Panagore gave Hatch the Community Center because we needed a media center, not workforce housing.>

But, if that were not bad enough, Tom Donegan and the BOS will allow the 26 renters at Harbor Hill to take in summer roommates and keep all the money from them while the taxpayer subsidizes their living space.  Because that's the Provincetown way. 

He said: "Taking in summer roommates has been a long practiced tradition to make housing affordable to year round residents.
The idea of having a summer worker live with residents (not subetting) was widely discussed in the public hearings and was included in the Town Meeting presentation. During those meetings, the concept of summer roommates was very well received by residents and businesses owners alike."

He has ZERO PROOF that it was MENTIONED at Town Meeting.  IT WAS NOT.  DONEGAN IS A LIAR!

As for "well received"   a show of hands, who thinks we should pay to subsidize housing so people can make money on the side?

You may recall, the BOS gave him 78 additional seats for his restaurant.  But that Mr. Anderson is so generous he will be fostering a  roommate matching service for his employees  Of course they will get priority in the eligibility process, but that's the Panagore way.  Rules are for the little people.

Self serving.  Hatch got the Community Center.  Yingling picking out his Harbor Hill unit.  Anderson filling the beds with Canadian summer workers.  And Anthony.   would it kill you to say something? Anything?  If you didn't move your arm during the meeting, I'd have thought you were sleeping.
There is so much corruption in our BOS.   Drain our swamp.

Lack of Affordable Housing

The angry Lesbian who wrote about the lack of affordable housing is correct! Straight & elderly are in the same boat! mercenaries here are gouging rents that are obscene! Some are charging nearly $4,000 mo. for 1  person & are not allowed to share expenses with anyone else to further burden the water/elec. costs in old places without any amenities! There should be a ceiling on Winter or Year Round! Owners get top dollar in season & want the same amt.for Winter rental also saying they can get it by placing their property with "Home Away" & other Agencies that rent to wealthy for Holidays! Further displacing residents from More affordable Winter rentals! Something must be done! Some places have Ceiling Rentl Boards!

Just watched the joint meeting with the BOS/FINCOM/and the Trust.
OMG> Anderson has written the trust rules for his employees.  "workforce housing" won't count in your income.  You pay less, make more, and the TOWN picks up the tab.  Am I missing something?

And the final Harbor Hill post: With 15 two-bedroom apartments, the trustees are encouraging roommates. Anderson said that some of the employees at his restaurant, Canteen, are willing to share space.

"We will incentivize roommates by prioritizing applications with households of two or more, Anderson said." 

So, the guy that owns the restaurant that the BOS just gave 78 seats to, now has his hand in the housing cookie jar.  I will work the system so my employees get priority.  Will he be assigning them roommates and collecting a finder's fee as well? 

How thoughtful of him.  He should get some money from the Town just for being.

We are frustrated that the process has taken this long, but the process is the process, Mooney said, adding that the Housing Trust has spent about $140,000 on legal fees from its $1.5 million budget. We have no choice but to let it play out. We remain optimistic that the timeshare will be dissolved soon.

We are not happy with the legal fees, but its not that bad, Anderson agreed, adding that he hopes the town will close on the deal sometime between January and April.

 The Town didn't vote to give away the Community Center Building for 99 years!! The Board of Selectmen over stepped their authority and failed to act in the best interest of the Town! So why isn't this preposterous "give away" of the Community Center negated and the contract denied and deleted? No one answers this question ! Why not? The Town wants the building back!

350 Bradford Never Needed Zoning???

Planning was the only board to review the designs and the elevations--if there were accurate elevations. Why was Zoning silent? why didn't Zoning oversee and rule, as a regulatory board, on 350 Bradford? There was a change of use and there were seven massively built structures where before there was only one? And who determined that this does not need Zoning?

Strange, isn't it, that in the appeal, 350--and Bruce McCabe and Chris Wise-- went before Zoning to be granted an appeal--an appeal thankfully denied.

but shouldn't 350 Bradford and all the owners of this corporation have appeared before Zoning last year to have their plans reviewed and approved?

And this corporation threatened neighbors and abutters by stating that they would build gable roofs--instead of flat roofs--and even increase the height even more--if any of them went against their appeal. They should be in court for this. It is disgusting and threatening abutters reveals how they play and the dirty games they are involved in.

Bankrupting the Town ?

At one time the Manor was draining the finances of the town, the arrangement with Deaconess saved the town from being taken over.

Now we're making a series of questionable financial decisions that are going to put us in even worse condition.  And these decisions are being made by a town manager who probably won't be around to see the consequences and a BOS with no financial expertise.

No one in their right mind, let alone a municipal government, would sign a 99 year lease for a property they owned with an organization with no track record, no financial history.  They already had to ask for money to paint the building.

No one in their right mind would make the huge commitment that is Harbor Hill, but it looks like the town and taxpayers are going to be on the hook for it.

Don't know if it's true, but no one in their right mind would let a town employee date a subordinate with a sexual harassment lawsuit a real possibility.  Especially with the $500,000 Jaran settlement a short time ago.

How Fortunate

How blessed are we who live in Provincetown? Our chief complaints seem to be the Town Manager, Town Planner, Roof Height, Trump, fellow citizens, housing, Community Center, to mention some.

We haven't suffered a devastating weather event, loss of many lives in a single incident, we haven't been shot en masse Let's be grateful for what we do have.
