The church was packed. There was even a long line to enter St. Peter's. There were people sitting along the side pews. All the pews were filled.

We were there to attest to your legacy, to what you gave to this town and to all of us. You brought the energy for the Portuguese Festival and revived it. You brought the energy for the Regatta and revived this wonderful celebration. You gave of yourself, of your time and of your vision.

The town was there to bid you farewell and to thank you for everything that you have done for us. And you did it with humor, joy and a sense of much celebration. You knew how to throw a party and taught the town to do it too!

You were unique and you will be missed. But you would not leave without our thanks and without a party at the Red Inn. We were there with tears and we were there with much laughter and gratefulness for you.

Adieu, Mark! May the angels carry you on holy wings into eternal peace and celebration!

Its a shame that our state representatives have come to our town meeting to express a housing crisis and Cheryl Andrews the chair has done nothing about his crisis. I guess your leading a bunch iof Republicans  thinking minds like yourself. I think its a shame that your wife is on a housing committee and the two of you have done nothing to help our crisis.   I guess the board of selectmen and the town magaer David Panagore has joined you in ignoring this matter..
    Please lets lease the VFW to another inaept non profit  who can  act like they are adding something to our community. 
Its a darn shame that our town is going to the elites. Thanks for doing.nothing to help the housing crisis like Sarah Peak begged for harbir hill along with the other state representiive that lives in truro and has  for the housing crisis.  I love that they say one thing and do another. Guess its time to rethink who we are voting for and what their beliefs are for housing for  our Provincetown community as well as truro. Guess you just got a little richer, Sarah Peak by the way you and Cheryl Andrews  have shappedv our town.

Housing trust   Whah a complete agreegiuos use of our tax dollars going to the lawyer and not housing.  We could have had many people living  in market rate housing except the town manager thought it better to feed the lawyers pockets instead if the needy homeless people who need housing.  Great job DP, you are an awful ftown manager.   Your just padding your friends , the other lawyers pockets.

Such a gentle and wonderful man. someone who loved this town and gave us so much joy in our Holiday Lobster Pot celebration. He was a great photographer and was so generous to all in handing to us photos he had taken.

Here Comes Version 3 or is it 4 of the Housing Playbook

Forget History and Town Meeting, this is the view of the TM and BOS:  WE ARE SO SCREWED!!  NOTHING BUT WORDS, WORDS, and more EMPTY WORDS.
Here comes Version 3 or is it 4 of the housing playbook.  UGH

David B. Panagore Group Admin More than likely, and on this Sunday morning here's my thinking. We are a very small town with some good sized challenges , with limited staff and resources , operating through volunteer boards and an open town meeting form of government , where every decision can and frequently does get fought over and even if decided often some folks don't want to move on and re-litigate if that can. This is robust democracy in action all the time. In order to get us out of the spin cycle , we hoped that making the police station decision the first moving piece , which was just six months ago after what ten years of debate? This cleared the decks for decisions on VFW, as it's not now the push me-pull site prone to being caught in the housing versus police station debate, but now a decided course of action from town meeting. Either way a decision was made. However, at the same time the Town is now undertaking a new police station and the acquisition of Harbor Hi!
ll. Both fairly big projects, both of which, one due to proximity the other as housing, impact what and how we developed he old VFW Site. Plus we have had two town meetings in the mean time. Both of which unanticipated , do , with all respect to the proponents, divert time and attention of staff from the years plans. Now we've discussed this site a couple time with the BoS in the last few months preliminary and the BoS has given staff time to come up with more details . We issued our first memo to the BoS on developing the site on April 24th outlining process , potential density and what it will cost to develop units below market. We expect to have a forum on its re-development for housing later this fall, we are starting to work up plans for a fall Town Forum in November. I expect a lot of debate. For myself, contemplating a housing site with tremendous positive or negative impacts depending on how it's developed, my recommendation and course of action will be a persistent but methodical process to try and get it right . I would rather things take time and happen right , than are rushed and happen poorly, that is one part small staff, and a diminishing number of volunteers to serve on board and one part town decision making process. In the meantime , things don't happen as quickly as folks want, I get that , but we are making steady progress after what I understand were years of inaction. In my book- Apathy means loss of hope. Complaints usually mean there is some hope left.

Town Planner

I've been to a couple of meetings where she spoke on topics and found her to be kinda full of it(and herself). I was recently at town hall and overheard her speaking with someone regarding a project somewhere in town. I remember this being an issue when I saw her at meetings and it was really obnoxious in town hall. Has she ever started a sentence without the word "so" or "ok, so ..."? EVERYTIME she was asked a question, "ok, so what you need to do is ... "
When asked if something would be alright to do, "so, the way I see it is ..." Watch the meetings when she speaks or stand outside he office and listen. So weird!

It is Totally Unfair

If you "know" Gloria--in all the ways you could know her--then you will get a pass. Your property will not be a problem; your requests on Planning and Zoning will be approved. but if you have the wackiness of "knowing" her--inside and out--then you will get no objective response. You will be grilled, violations will be granted, and easily will insue.

Seed the b---back to New Hampshire. Let them take this dim-witted woman back. for us here and for all of us who love this town, McPherson is a fake, an imposter and a turncoat. Take the mask off--and you will be disgusted at what you see.

They Are Not Worth it!

Gardner is a town planner in addition to McPerson which means we have two town planners on staff and they still are unable to come up with a local comprehensive pla.  And instead of creating a working environment for businesses which create jobs, we force them to close.  At a cost of how much for those two?

This blog on occasion identifies issues at town hall.  On occasion it identifies non-issues, but if you weed through the nastiness you find true issues.

I watched a small part of the BOS meeting on Monday.  From what I can tell Vendon was the only Selectmen questioning Panagore.  The rest were giving him a free pass on his decision to give away the community center.  We need more Selectmen who will question his decisions.  And I will admit I didn't even vote for Vendon, but she's the only one not looking at things with a blind eye.

A Sad Observation

I'd like an answer to my questions: why when you muster up courage to speak out on unfair work conditions at a selectmen meeting No one ever ask why or what , it's the ostrich again I think this has to be the worst set of selectmen / government this town has ever had. Tedeschi's Became 7-11
 
For someone who was asking how Tedeschi's became 7-11

About a year and a half ago--soon before the gas tanks were removed, Tedeschi's sold all of its stores to 7-11. so this was just a change of name and ownership, without any other major changes. But then the town demanded all these changes to the property and then placed these barriers for "safety"! It truly caused a decrease of business and the price of all the demands led the 7-11 to Simply close its doors. they surely provided a service and were open all year. They hired many people and it was an easy place to pick up a few things.

Now, it is closed and we are worse for the closing. As a formula business, they were grandfathered in but the town seemed to treat them differently. it was Tedeschi's with a new name!

Separately, when the only people remaining in Town Hall probably don't think they can get jobs elsewhere or they'd quit, you know it's a sign of organizational disfunction.  And that starts at the top and the people who manage the top.

Abandoned. the recreational center is flaking, abandoned and nothing is happening. the VFW has been an abandoned property for three to four years. and then Grace Goveia was a give-a-way for $800,000 and they sold parking spaces for $49,000 each--where now they could go for $100,000.

Oh, yes, and then the legal disaster at 350 Bradford Street. You were in the midst of this one, sir! and look at you now! Holding hands with Gloria. How sweet.

but we just gave it away and received no affordable housing--we messed that up royally.

Revised Zoning Bylaw

Well, this sure makes things "clear":

"evidence DEEMED TO BE RELIABLE  by the zoning enforcement officer."

"on any lot exhibiting evidence of unauthorized fill, the zoning enforcement officer MAY require the applicant to provide a professional soil analysis to determine the natural grade."

Article 2 on the warrant, which reworded the zoning bylaws definition of natural grade, was also amended on the floor by of the meeting, at the request of Town Planner Gloria McPherson, to define it as the existing grade or elevation of the ground surface at the time of application for a building permit, special permit, variance or site plan approval, as shown on any plan or by any other evidence deemed to be reliable by the zoning enforcement officer in his/her discretion. The amendment added that, on any lot exhibiting evidence of unauthorized fill, the zoning enforcement officer may require the applicant to provide a professional soil analysis to determine the natural grade. The amended article was overwhelmingly approved.

Just because Gordon Siegel doesnt like the Community Center project doesnt turn it into a scam. The only one making money on that project is the town! and nothing much is happening. Better to have established workforce housing for 75 people then this scam. for $16,000 a year, they get this building and we pay the taxes and upkeep. It is a joke and this non-profit was not even a legal non-profit when they applied. And it had legally conflict of interest with Kristen hatch giving $100,000 in CPA funds to her cousin mark Hatch. she should have recused herself and the conflict of interest should have been reported statewide.

This has so little to do with the arts and artist space. It is, plain and simply, a scam and a money maker for some key people. this town can be so foolish that it is almost criminal.

CORRECTION:  We didn't give the Community Center to Hatch.  We leased it to him and his "Non-profit" cronies for 99 years.  The Town will pay the taxes, and maintain the building for 99 years. No housing, just play rooms.

We are so screwed.  Another friend of Panagore getting theirs hands washed on the taxpayer dime.  Remember when Panagore wrote that the community center would be a great housing asset?  He should have written the truth " Stroke the foollish residents while I do whatever the F**K I want." Nasty incident at           Saturday night--a woman diner was bumped in the head by a waiter and she yelled Ouch! He didn't apologize and accused the woman of having an attitude! The manager came over to the table and made excuses, saying it was summer and defended the waiter, who continued to be snarly to the table but markedly friendly to a table of males sitting nearby. The waiter obviously had a problem with women, the diner said, but the manager was very cavalier about the whole thing. Let's hope that whoever buys the joint keeps it the way it is.  The loss of Tea Dance would definitely mean the loss of thousands who visit here during in season to participate in this daily adventure.  I travelled to PTown for over 40 years before making the move here to ensure I got my dose of daily tea.  Not sure if I would have been so eager without it.

Depending on who's telling the story, the Town informed 7-11 that nearly $200,000 of curbing and landscaping work needed to be completed before interior design work could begin.  Due to loss of income from the removal of the gas tanks and those foolish barriers, 7-11 opted to close rather than sink that much money into the place.  Hopefully, it will rent out soon as we, the residents abutting the store, need a convenience store in our neighborhood.  Getting to Stop and Shop, even for just the basics, can be difficult for many of us, especially as Fall and Winter approach.

Why is Tedesci's closing? Who's set up the conditions for their failure? Why have they loss business?
 
The answer is the Town Planner! She  used  screwball reasoning for setting-up the use of Jersey Barriers, where none were required before.....ever! Her wacky rational was that she was running a test which would be concluded with a decision as to what would be the final determination as to improved traffic flow. People stopped trying to  negotiate the irrationally placed barriers.
 
However, just like the  long awaited Comprehensive Local Development Plan, she never concluded anything, except the fact is the dam barriers remain as a non-essential, non-functioning eyesore, with no logical reason for being! The insertion of Jersey Barriers killed  Tedechi's business. 
 
But wait a second, let's look at the results of her  actions, from the perspective of the various prospective developments being proposed for that area. Consider CVS and the much discussed use of eminent domain seizure of Duart's Parking  Lot, there is  a lot to consider. Maybe her actions were not so much wacky as purposeful.
 
She has worked hard on behalf of CVS, while working equally as hard to obstruct Tedeschi's. The net outcome of which produces the failure of an  on-going business and concomitantly produces and advantage to another.
 
She is an utter failure and has jeopardized the financial and legal standing of Provincetown.
 
Her relationship with developers and their lawyers need to be seen in the light of day as pure corruption warranting investigation by the state.
 
Panagore, she has to go! You  have the backing of the majority of the BOS and possess solid substantial reasons for terminating her position (eliminate the position). Get rid of her. Do yourself and the  town a good service!

To Clarify: all the individual developers involved with the lovely 350 Bradford/Michael shay and the Same...involved in coastal Acres

and it may not be an accident that they bought it from Jamie Veara's family--if not himself. The Lawyer behind so many town issues. all they want--the developers--yes, Bruce MacGregor and Paul DeRuyter and his son Ben ReRuyter--is to maximize their money and profits and tear it all down for what they can make. they have no heart. They have no love of this town. Use it and use it up.

Same people that gave you the disaster at 350 Bradford is now giving you Coast al Acres development. Oh, and look to the town Planner for all the help they need. she is in their pocket.

A little history on the developers of 350 Bradford and their lack of ethics: Back in 2015 when Wise and Macgregor were pushing their greed driven and ill conceived 40B project they requested a closed session meeting with the Provincetown Housing Authority Board. At that meeting Wise offered a piece of land behind Maushope in return for the Housing Authority to support the project at 350 Bradford.  The Board replied that they would love the donation but not if it meant having to support the developers project. As far as I have heard no donation was ever made.
Doesn't that sound like attempted bribery of a Town Board?!

These developers need to be taught a lesson that they can't be saying one thing in their plans they show before building and then scramble for absurd loopholes when they get caught!  The intent of the bylaw is what counts! How could the contour of the land "before the hand of man" ever truly be determined?  Maybe something at 350 was different before 1920?!

The Town Planner,  really said that OMG.  She has no boundries. WoW  A  managers dream !!!  Just  let her go, this has become very bad theater.  I am insulted for our community  this is beyond normal.

Unethical Acts

You should not Be sleeping with your Underlings or anyone you Have Power over

If that fits David Gardner, then it does place us all in a potential lawsuit. this is because if you have power over someone--then they are not absolutely free to say no. Their job could depend on sleeping with the boss. This also applies to therapists, teachers. professors and all professionals.

Guess what? It also applies to the Town Planner. she also should not be sleeping with her underling. Neither should she have been sleeping with a selectman. and for the same reason. it is illegal and prohibited and brings the town into a full fledged law suit if the "sleepe" sues.

Willingness to have sex with someone who has power over you does not dismiss the law suit. Because the issue always remains: was the individual--student, psychiatric patient or town employee--really free to say no?

Nice try MJA to mix issues. The tax exemption has NOTHING to do with affordable housing. It has everything to do with shifting the burden to those that are "wealthy" and allows the year round residents to pay less taxes. At ;east two of the selectmen have brains. Keep in mind, many of the part time residents aren't wealthy, having inherited the property from mom and dad and now rent the place out just to own it. Then there are the year round residents that are rich and don't need the exemption. Really fair there MJA.

Be careful driving down the street I almost gotten to an accident on Kendall lane and Bradford with the sweeper this week Tuesday the 29 sweeper was driving the wrong way on Kendall Lane in Hancock Street What right do they have driving the wrong way are they supposed to follow The laws like the rest of us . good thing I was paying attention DPW doing what they want to do again Be careful

"For some bewildering reason, the selectmen voted 2-2 NOT to increase the resident tax payer's exemption from 20% to 25%. I thought the idea was to find ways to make it more affordable for people to live in Provincetown year round. Here's hoping that it will re-appear on a future agenda so that Selectman Vendon, who was absent, will be able to break the tie and give resident tax payers a break.

It's an annual vote to set the tax rate.  They don't re-vote.  It comes up again next year.  If Vendon thought it was important she should have been there.

Town Planner a Plain and Simple Nut Job!

Wasn't writing the plan the main project she was hired to do over 4 years ago?

wasn't there a big conference with a ton of power points and subcommittees over a year ago? quite the build- up for nothing.

now she wants to be Henry David Thoreau, off in a little cabin, eating woodchuck, writing Provincetown's master plan.

The town will pay for years to come with this nut job at the helm.

Thank you for finally acknowledging that the new ED of PBG 'pulled off Carnival". And that she brought in her own friends to do so. Perhaps that's because the previous volunteers were too attached to the former director and got word from him not to help out. And she pulled it off anyway.

The Trump Administration is considering the elimination of the J-1 Visa program, which is concerning many Cape Cod officials who said it would devastate the regions summer economy. According to Congressman Bill Keatings office, about 7,000 students come to the state for cultural and work exchange, with about 4,200 H-2B workers employed on the Cape and Islands during the summer season.

Will Coastal Acres Campground = 350 Bradford

Some of the people involved with 350 are also involved with Coastal Acres Campground. With wetland and endangered species designations in that area be prepared to face another huge debacle.
