  Mark Silva: A Rich Goodby

The church was packed. There was even a long line to enter St. Peter's. There were people sitting along the side pews. All the pews were filled.

We were there to attest to your legacy, to what you gave to this town and to all of us. You brought the energy for the Portuguese Festival and revived it. You brought the energy for the Regatta and revived this wonderful celebration. You gave of yourself, of your time and of your vision.

The town was there to bid you farewell and to thank you for everything that you have done for us. And you did it with humor, joy and a sense of much celebration. You knew how to throw a party and taught the town to do it too!

You were unique and you will be missed. But you would not leave without our thanks and without a party at the Red Inn. We were there with tears and we were there with much laughter and gratefulness for you.

Adieu, Mark! May the angels carry you on holy wings into eternal peace and celebration!

BOS and Affordable Housing

For some bewildering reason, the selectmen voted 2-2 NOT to increase the resident tax payer's exemption from 20% to 25%. I thought the idea was to find ways to make it more affordable for people to live in Provincetown year round. Here's hoping that it will re-appear on a future agenda so that Selectman Vendon, who was absent, will be able to break the tie and give resident tax payers a break.

BOS Meeting

Did anyone catch the Town Planner telling the BOS she has "no time" to write the Local Comprehensive Plan but can do so if she takes 3 months off in a Cabin somewhere? Who the hell is running this town. I thought I would never say this but bring back Keith Bergman please ASAP.

350 Badford Views

How simplistic!! Views and their losses?

More analysis would help. Try researching the many problems involved in 350 Bradford and you'll see how simplistic your initial statement is. It actually has nothing to do with views. A little more thinking, please.

Town Hall

Is Gardner going to be removed because of his activities with another employee? What happens to that employee, does he sue the town when Gardner dumps him? And then how much does it cost the town? An attorneys dream
7:19 pm edt

350 Bradford is Not About Views
It is illegal heights for illegal buildings and too much hush money passed to town employees. It is about corruption and the drive of developers to make money at any cost.

Business Owners Acquire Houses!

Think of this, If the J-1 program is canceled then local business should begin aquiring housing for legel year round seasonal workers to come to Provincetown. Every fall I hear the stories of workers packed into rooms and paying $150-$200 each. Shame and more shame. Busioness owners want to survive then aquire housing. Some business have been doing this for many years, why not you.??????????

350 Bradford - Where was Zoning?

You need Zoning if you change one seat in your restaurant and this was a change of use. 350 Bradford required zoning and it needed variances for the density and number of buildings in this small space. It also required zoning for height and for engineering--of which it never received.

350 Bradford

"BATTLE OF 350 BRADFORD"

The "Battle of Bradford" started because someone lost the view from their home. Views are never assured or insured. Nature and progress changes views all the time. I don't want to view an unfinished or stalled construction site near my house while this wrangles it's way through the courts. It will also cost revenue to the town. Legally, the developer did follow the bylaw concerning natural grade and has the proof via a map approved by the state. To me, case closed.
7:14 pm edt

TEDESCHI's

Now that Tedeschi's/7-11 is closing, will those barricades finally be removed?  Will the town consider this site, with built in parking, for housing or yet another chain store? Perhaps a smaller CVS than originally planned? The plot thickens.

Town Planner

"Can someone, anyone, please tell me what benefit the Town Planner has brought to us?  She constantly speaks and speaks and lectures us on how bad our regulations are.  Then she doesn't fix them, she just gives her pals a pass and makes hell for the rest of us.  .   .  ."

If you think about the planner and town manager are very similar.  They talk a lot, they plan a lot, they accomplish very little.  If Gardner gets pushed out because of his indiscretions and the planner becomes the assistant town manager we'll hear a lot of talk with no action.
7:11 pm edt

350 Bradford - Zoning Board

350 Bradford never went before zoning because what was proposed was allowed by right under the zoning for that district. Projects are only heard by the zoning board if theyre looking for waivers or a special permit from the zoning code. This one wasnt. If you dont like the outcome, propose some zoning changes for a future town meeting.

Re: Town Planner

It's the town Planner that did all the work for the 350 Bradford Developers

Remember all her PowerPoint presentations trying to get 40B for them--which would have meant 13 structures and 24 housing condos! she worked hard, did research, fought neighbors and abutters who stated that Provincetown was a Safe Harbor and thus did not require 40B housing. It is McPherson who has been behind all the destruction of land and using the Planning board as her groupies. and it is even worse than this. but those who know.....know!

350 Bradford

350 Bradford should finally go Before the Zoning board

It is their responsibility and a project this size with such destruction of the dunes and of the land and so many structures should have gone before Zoning--and not only Planning. Ask why this happened and you will have the key to this problem. why would only Planning rule on this seven building and major excavating project? Perhaps, ask the top planner! then also ask: why didn't Zoning insist it required Zoning approval? ah, ask again.

Look closely at all the players and then---connect the dots!

BOS

Last year the BOS #1 Goal was Community Housing. They did nothing. Now their #1 goal is to increase year round residency. They gave up on housing and Panagore gave the Community Center to Hatch. From what I've been told he told her he'd help get her the job.  And now she had to get a restraining order to keep him away.  Seems he expected something in return for getting her the job.

That will be a Selectman we'll have to pay for his sexual harassment.
We'll have to pay for Gardner's sexual harassment of a fellow employee.

Re: Ethics Violations

"No, I made the complaint, not you and I do work for her and him too!"

7:24 am edt

Re: As Predicted!

I predict at the hearing, the zoning board will side with the building inspector and then it heads to court where the court will decide the bylaw is flawed and the building stays, reminding the planning board to change the bylaw, which they are already in the process of doing which shows they already know it's flawed.
Stop the nonsense and the legal spending zoning board, vote for the building to remain, allow this one though the cracks and close the crack at town meeting. As it was previously compared to the house in Truro, this is the same scenario. Lets learn and not spend like they did only to come to the same final conclusion, it stayed.

Can Only Men be Corrupt?

So am I to understand that only men can be corrupt lying pieces of garbage when they serve in positions of power that they do not have the qualifications, ethics or temperament to be in? I wonder who the bigot is that wrote that? Probably one of these same wonder women I'd venture to guess.

Take a Good Look

Don't pull the because they are women card if you want to be treated equally. Most posts about town employees have some truth to them but also a lot of needless venom. However of all the departments headed by a women only one needs to be eliminated and that is the Town Planner not because it is held by a woman but because the assistant town manager in this town could do the job. I still do not know how this town manages to spend 40 million dollars and run a deficit. That is the fault of a man.

Re: PBG Carnival

For those of you on the attack regarding carnival - and it certainly seems personal and agenda-driven - you might want to step back and pay attention to the huge number of people who actually enjoyed the carnival - myself included! Sounds like sour grapes from friends of the previous executive director - or maybe even from him or his brother who worked there with him. It was a great week. Kudos to the PBG for their hard work! Looking forward to next year's!
7:12 pm edt

Re: As Predicted!

I agree that it was pretty much an admission by the Town that they aren't happy with their bylaw and that the developer at 350 Bradford is following the bylaw to the letter. It isn't the bylaw that is flawed, it is that the town is relying on a 1990 survey map from Ryder-Wilcox. But by then the natural grade already had changed over many decades. The bylaw says that the natural grade means prior to human alteration. So now the Town is not happy that the developer has a map from before. There is going to be a hearing on the whole thing next month. Does anyone want to try to predict what will happen?
7:11 pm edt

Town Hall

Provincetown town town hall simply put is a den of corruption, lies and non transparency! We've had honest people run office and apply for positions why haven't they been elected or given the jobs? I'll tell you why because this town has become a moraless leftist community that just fine with the way things are being run. It truly has become a disgusting place for a decent person or traditional family to live. Gee I wonder why our school and sports programs went belly up?! I hold people like Mark Hatch and his flunked directly responsible for the deterioration of our town.

Distinct Pattern Emerges

A distinct pattern has arisen in the past month in the public comments in MYPACC. Well, not really new, we all know Provincetown has a creepy underbelly. Let's take a wander through the posts complaining about some of the (unfortunate) town leadership:

1) Usual tiresome posts about the Town Planner (power hungry/s...).

2) New tiresome posts about the DPW Operations Director (self-promoting/unethical).

3) Returning post about the ED of the Provincetown Business Guild (rookie/incompetent).

4) Post out-of-nowhere about The Building Commissioner (unqualified/liar).

My. And guess what they all have in common besides having unreasonable expectations placed on their soft shoulders? They are WOMEN, dammit!

How dare these amazons rise to such positions of prominence? How could they assume any authority? Throw their collective weight around crushing others with impunity. Who do they think they are, WONDER WOMAN?  Yes Provincetown, your soiled boxers are clearly on display, as usual.

The Atwood brothers.  Both are gone. One was let go, the other quit.  No amount of pining for the past is going to bring them back. Maybe they were the saviors you make them out to be. Maybe. But they are gone. Time to move on. Time to lend support to this struggling organization that needs your help. Yes, you, the armchair critics who can't seem to get off your asses to do anything constructive. You, who could make a difference if you found an hour or two to chip in. But why would you do that when it is so much easier to tear something down than to build it up.  Seems kind of pitiful.

Re: DPW Ethics Violations

"Just heard that the state ethics commission will be investigating the DPW operations director for promoting her personal business as well as her best friends husband's business on social media during working hours"

TOTAL BS!!

First, if someone complained to the state ethics comm., the commission would never give an answer right away to the complainant as to whether or not they would be investigating.
Second, if they did decide to investigate, they would contact, IN CONFIDENTIALITY, the party under investigation for their side of the story, ONLY.
Third, if nothing became of the investigation, a follow up letter, IN CONFIDENTIALITY, would be sent to the investigated party, ONLY, to conclude the investigation
OR
A letter would be sent to the investigated party, IN CONFIDENTIALITY, to levy a fine or reprimand of some sort and the ONLY ones that know any of the investigation is going on is the ethics comm. and the investigated party.
NOBODY ELSE unless the investigated party wanted to expose the situation publically. The ethics comm. never will do that.
The claim that this is under investigation is total BS. No factual backing. Obviously the complainant wanted to expose the fact that they complained.

Re: There are Rules: A Town Out of Control

"The Building Department in this town works for or in favor of the wealthy. Two years ago the new property owner at the end of Dewey Avenue put up a fence, blocking public and vehicle acces to the beach. Now the owner is constructinf a huge deck on the property without any pertmit. The construction has been going on for several weeks now so it is not going unnoticed.  But the property owner is a wealthy Doctor from Boston so it is OK."

Been away for a few weeks and just noticed this total BS.  No comment on the Building Department, but he rest is pure fabrication.  Why?  When the fence was installed it was only after public input and was placed 100% on the owner's property.  It is not Dewey but Winston.  The road is not blocked by the fence and the public can and does access the beach every day without trouble. The deck existed and has only been rebuilt.  It is far from huge.  Are you implying that there was some sort of bribe or exchange of value to build the fence of fix the deck?  Why the lying attack?  It matters none where the resident lives. Public records show that they bought the property and did not steal it.  What motivates this kind of pure hateful lie?

As Predicted!!

So Wise has decided to go to the letter of the (by)law and fight the definition of grade. Based on the towns definition as written and the way he sees it through his engineer, he's right. That's the way it was written and if not written extra carefully, litigation occurs. Now the town is actually showing their cards and proposing a change based on his fight. Pretty dumb move planning board. You have a fight on you hands, realize there is a discrepancy and then propose a change. Don't you think the courts are going to see it his way if you're already looking to change the bylaw, basically admitting you're wrong?
This came from the local rag today, the CCTimes, in a story regarding the new battle brewing. "If approved, (the new bylaw for grade) one change would redefine natural grade in the zoning bylaws to one of three alternatives: at the time of application for a building permit; the grade or elevation of the ground at any time within 20 years prior to the date of such application; or by any other evidence deemed to be reliable by the zoning enforcement officer in his/her discretion.
Option one is flawed in that the land could be "landscaped" to some made up elevation at any time prior to application and the grade would, in reality, be false.
Option two is flawed in that it gets us right to where we are now, a grade that occurred 20 years ago and now somehow is legitimate for what is applied for today as a permit.
And number three, PLEASE, for the love of God and to keep the town counsel budget under control, PLEASE do not leave it to the zoning enforcement officers discretion!!! The word discretion is a dog whistle for litigation regardless of who is the official at the time.
Go with option two but make it back only to the previous three years and no changes within the past 6 months. Tat way we're not looking back to a time when most weren't here and that would also eliminate false "landscaped" grades.
10:24 pm edt

Re: Town Manager

I thought that Gardner was going to become the new Town Clerk, passing over the very talented Darlene who I'm told wanted the job.  Not for nothing, but a talented woman of color in a town leadership position would have been refreshing.

I can't blame Gardner for not wanting to go down with the SS Panagore, but that leaves the TM to hand pick someone to be his assistant.  Look for someone from out of town to fill that slot.  Probably a Panagore buddy.

Not sure where the BOS is when all of this nonsense is going down.  Or why they continue to support this guy.

Non Resident Tax Increase

Reading an article from the CCTimes, Truro has now decided to give year round property owners a 20% exemption on property taxes. Truro has compared the exemption to the one here in Provincetown. From the article,"Selectman Paul Wisotzky said. I think if you look at Provincetown, while the initial road was bumpy from the community ... I think if you ask people in the community now, its well accepted. I don't recall "accepting" it and I certainly don't like it. Anyone else confused about this comment? I for one am now and have been opposed to the idea of an increase in my taxes, nevermind one that benefits only year round residents!

Red Jeep Lady, Yesterday I witnessed you walking to work as you do every day. You always park on my street. One of the first thing the town planner did when moving to town was to begin dating a Selectman.  She gained a lot by the relationship, she was hands off for awhile and iit seems she still might be.

Now you have an upper level boss dating a subordinate.  Whoever the subordinate is he now  has leverage.  Imagine in court 'I felt I had to sleep with him, or I might lose my job'.  A lawsuit waiting to happen.  Better give him what he wants now to keep it under cover.

No, being envious is ENVY. Not the same thing as greed. Not even close. Your argument is ridiculous.

Re: Theme Weeks

If people choose not to come to Provincetown, it's their loss. People can make as many excuses as they choose (hate families, hate bears, hate twinks, hate girls, hate transgendered, hate the Portuguese, hate the gays), but in the end, this is where we are.  I happen to find joy in Family Week. I love watching the kids experiencing the joys of being in town.  I love seeing same-sex couples and straight folks intermingling and sharing common bonds with each other. I find all the women's activities a blast, be it Baby Dyke, Women of Color, Girl Splash or Women's Week because I love a different perspective than a constant barrage of cookie-cutter boys all Summer, who look as though they all came from the same genetically-engineered factory.  What's not to love about the Portuguese Fest to celebrate Provincetown's rich historical identity before we became a gay mecca. I love it all. It's what we signed up for when we enlisted to become Provincetown residents.  We choose to live our lives here; no-one is holding a gun to our heads to keep us from leaving.  I understand that some may not come because they don't want to share the town with people different from themselves. Too f***ing bad for them. Take pride in where you live.  Perhaps the growing prices are keeping people out of the shops and restaurants. I am one who would rather eat out but won't pay the jacked up prices at restaurants in-season with their "Summer-Menu" offerings at a 50% higher rate than the other seasons. But I digress.  People don't have to like how things are, but constantly complaining about them does nothing.  Want to make a change?  Get involved. Do something other than complain. And complain. And complain.

Re: There are Rules: A Town Out of Control

OK!! Enough with the cryptic references. If it's real and it's happening, it's illegal, plain and simple. Who's zoomin' who? Without names or positions, it will never cease.
6:23 pm edt

Greed v Envy

The use of the word "greed" has become too ubiquitous in this town.  I'm apt to walk around pelting people with dictionaries.  Study a bit before you indict.  Owning property does not make you greedy.  Asking prices that people are willing to pay does not indicate greed. Being envious of those with means IS greed.  It's also a venal sin.  I judge you (so there - I said it).

There are Rules the Town is Out of Control

Haven't heard  who the players are but the TM will play dumb when a sexual harassment lawsuit is filed and us taxpayers pay again.

There are Rules: A Town Out of Control

"True, but no one is stopping the behavior.  Not sure Town Manager even know it is happening although all the staff under him know about it.  And the assistant manager isn't going to stop it."

Why wouldn't the assistant town manager step up and stop it?  Unless he's a part of it?  What a mess

Girl Splash?

"Seriously why have any theme weeks for women.       doesn't sell in Provincetown."

There are so many things wrong with this statement, I hardly know where to start. Apart from the obvious, blatant, obnoxious misogyny, the attitude that if something doesn't "sell" then it's not worth doing, is utterly disgusting. This sort of unending quest for money, this unbridled greed, exemplifies everything that is wrong with Provincetown. Years ago we didn't have theme weeks, and people still came. We didn't offer shows with VIP packages, and people still came. We didn't have outrageously expensive restaurants or boutique style hotels and guesthouses, and yet people still came every summer because we were a quaint, eclectic, artistic, unusual, friendly, unique town with beautiful beaches, fun nightclubs and an inclusive environment. Tourists always have and always will visit our town in the summertime. Excluding women or any other group is not "helping" tourism, it's just further destroying the unique character of Provincetown. I would even venture to say that the idea that "this week is for bears, next week is for women, the following week is for families" etc., repels just as many people as it attracts. This town has always been for EVERYONE. It should remain so.
6:25 pm edt

Funeral Home

Why is the town going to spend unnecessary money on a special town meeting in September?  It costs the town a lot of money to post, pay for town counsel and etc.  This is just another example of the town wasting the tax payers $$..

You are opening the door for other issues to be addressed in the same manner in the future....

Is it so critical it cannot wait?

There are Rules: A Town Out of Control

You Should not be sleeping with someone who you have power over them

True, but no one is stopping the behavior.  Not sure Town Manager even know it is happening although all the staff under him know about it.  And the assistant manager isn't going to stop it.

No one is in control, do the Selectmen care?

Failed Leadership

'TM did absolutely nothing but say " what do you want me to do fire her"'

Bet he has said that more than once in reference to more than one most likely female employee. If his supposed bullying behavior is true; he is intimidated by women, men with no balls often resort to bullying.

There are Rules: A Town Out of Control

Who knows what is going on inside town hall?  Really only the employees know and they aren't talking to protect their jobs.  Another long-time employee is being pushed out at the end of the fall.  We've known for quite some time that Johnstone was leaving, yet we don't have a town clerk.  I heard a number of people who work under Panagore all applied for the job so they didn't have to work directly with him every day.

Panagore won't be here that long, he doesn't know how to run a town.  His legacy when he leaves will be the community center fiasco, the debt burden from Harbor Hill that the town will have to pay and a poorly qualified staff because the good ones jumped ship.

There are Rules: A Town Out of Control

You Should not be sleeping with someone who you have power over them

You should not sleep with your students, your medical patients, your psychiatric patients or your subordinates. this should be posted across town hall when those dazzling lights illuminate the building. and no one working at town hall should be sleeping with anyone who has to report to them.

Time to start to be professional and accept the limits to power. You cannot sleep with the boss, even if the boss is pressuring you!

Time for accountability and you shouldn't be hired because you're sleeping with a selectman! Then sleeping with your co-worker. and now sleeping with applicants and their lawyer!

It's illegal. And rather disgusting.

Family Week

"Family Week s---ks"

WOW, Our infamous twitter leader has discovered the Provincetown  blog. Bad,bad, bad!
7:20 am edt

Harbor Hill

According to the local rag Harbor Hill is back on the table.  If we buy it, it's going to end up costing us.  A lot.

The same Selectmen, Panagore, Gardner, McPerson, Hatch who gave away the community center when town meeting told them to sell it are not being honest about the Harbor Hill.  The rent they need to charge to make it work are unaffordable for the Provincetown work force.  We're going to be paying for it for years.

Remember the Manor ?
7:19 am edt

A Town Out of Control

Panagore and staff continue to careen out of control.  At one time you had the Town Planner dating a Selectman, now you have another high level employee dating a subordinate.   Who is in control there?  It isn't the Selectmen, it's not the Town Manager.  It's all very out of control

Fun Times!

The BOS has a meeting on Thursday Aug 3 to vote to hold a special town meeting in September. This is a petition by a neighbor of the funeral home to vote on whether to allow pot dispensaries in the General Commercial zoning district (most of Shank Painter and the northern bit of Conwell). Fun times!

Building Commissioner

The Building Commissioner is a extremely unqualified, unprofessional,       joke. People just because your gay in this town does not mean your qualified for every town position!!! I personally caught her in a bold face lie and when faced with the video that proved that she was lying through her teeth to me ( a tax payer that made an official complaint in writing ) the TM did absolutely nothing but say " what do you want me to do fire her "
The answer is F yes! She should be doing her job not covering up the violation of town bylaws especially when this particular person is a well known              !!! IT'S TIME TO DRAIN THE SEWER FROM THE TOP DOWN!!!!

Re: Family Week

"Family Week sucks!"

Well, there's an intelligent poster.  Obviously, someone who hates children or straight people or gay people or themselves. Sure, the families can't afford to eat out every day, take cabs everywhere or buy high-end items at local stores.  They are, however, the people we need in this town to help ensure that Provincetown has a future.  Those kids you can't stand all over the place are our future. Their experiences this week will keep bringing them back year after year, just as it has done for most of us who did not grow up here.  We didn't have Family Week when I was a kid, but I probably wouldn't be here now if my parents hadn't brought me here as a teenager.  Yes, we were the "straight people" that every seems to be bitching about "taking over" the town. Please.  Don't like the lines at the supermarket, go early or go late.

Building Commission

The Building Department in this town works for or in favor of the wealthy. Two years ago the new property owner at the end of Dewey Avenue put up a fence, blocking public and vehicle acces to the beach. Now the owner is constructinf a huge deck on the property without any pertmit. The construction has been going on for several weeks now so it is not going unnoticed.  But the property owner is a wealthy Doctor from Boston so it is OK.
