  Mark Silva: A Rich Goodby

The church was packed. There was even a long line to enter St. Peter's. There were people sitting along the side pews. All the pews were filled.

We were there to attest to your legacy, to what you gave to this town and to all of us. You brought the energy for the Portuguese Festival and revived it. You brought the energy for the Regatta and revived this wonderful celebration. You gave of yourself, of your time and of your vision.

The town was there to bid you farewell and to thank you for everything that you have done for us. And you did it with humor, joy and a sense of much celebration. You knew how to throw a party and taught the town to do it too!

You were unique and you will be missed. But you would not leave without our thanks and without a party at the Red Inn. We were there with tears and we were there with much laughter and gratefulness for you.

Adieu, Mark! May the angels carry you on holy wings into eternal peace and celebration!

Re: It's an Old Game

Clarence is more unqualified than most of the Fincom and ALL of the
BOS to be on the fincom. He's a narcisstic cyber-bully, liar, and a jerk.  Oh
the town staff are would rather run their fingers down a chalk board than deal
with the likes of him!

Re: Process Control...

Get over it! Send out an announcement in the
paper, flyers, connect ed phone calls and let everyone know that you are going
to start paying one person at town hall. All monies are going into one person's
hands. This is why this town is such a mess, oh boo hoo we might make a resident
angry. You pay at town hall get a receipt and take the receipt to the dump, the
rec center or what have you. Also, when will this town adopt an online billpay
for taxes, water bills, sewer, permits , etc???? Let's get into the 21st century
Ptown.

Congratulations to the Traffic Team This Year

They are so very good and they have been great at Ryder Street and other large
intersections. I just wish they were there through the nihgt on weekends. they
are serious and not like the summer cops. these guys know traffic and how to
direct pedestrians and cars. I'm so glad they are here. I miss the dancing cop
but these guys do him proud.

Somethings Happened to This Poor woman: It's Sad

If not tragic. She has lost her perspective. she is a lost soul. Maybe she got
lost in her fascination with dogs and her utter concetration on them. I don't
know but something's gone wrong with her. She's to be pitied, even in her
craziness.

Re: Police Traffic Details........

"If you researched what you were talking about before you opened your
mouth, you would have realized the town does not pay for detail officers.  The
company doing the work pays the officer privately, and in some cases, the town
even gets a percentage fee."

I'm not the one that posted the question that generated this reply.  However,
your explanation raises a question in my mind:  How is it that one police
officer becomes the third most highly paid municipal employee in Provincetown,
after the Town Manager and the Police Chief?
11:14 pm edt

Re: Police Traffic Details........

"I agree why don't we use citizens or a private company to do
traffic...it was approved in mass. It will save the town a lot in detail pay
ect... I know other towns use flag men or women... It's about saving money!!i
that's what we all like to do!! Even if it was a little...a little adds up!!!!!"

If you researched what you were talking about before you opened your mouth, you
would have realized the town does not pay for detail officers.  The company
doing the work pays the officer privately, and in some cases, the town even gets
a percentage fee.  So if there was electrical work being done on a utility pole,
the electric company would pay for the detail officer themselves.

Re: Process Control

"All monies from permits, taxes etc. should go directly tothe Town
Treasurer's office. Why are office clerks giventhis responsibility? The less
hands that handle cash themore efficient the process will be."

Resident heads to transfer station to drop off some metal.  They tell resident
it's $20, but you to have to go to town hall to pay, then come back to transfer
station with your receipt and you can leave the metal.
Resident would be very angry.

Resident goes to Rec Dept to take a class.  Resident is told they have to go to
town hall to pay for class.  Come back with receipt and you can take the class.
Resident would be very angry.

Yep, the safest way is for Treasurer to handle all cash, but residents would
never accept it.

It's an Old Game

Clarence is more qualified than most of the Fincom and ALL of the BOS
to be on the fincom. He's articulate, intelligent, involved and self-aware.  Oh
yeah that is what this is all about. The town staff are frantic that they have
to exist within the legal checks and balances of the Commonwealth. They want the
good old days of Authoritarian Admin enabled by feckless fincom.  Well that's
wrong and the shrill shrieking minority can give it up...crappy Town Managers
and Boards of Selectmen have been trying to neuter (or spay) fincoms and Town
Meetings in this state forever. It's an old game and they always lose.  They've
lost here too they just need to shut up, lie down and close their eyes.  This is
exhausting, it's like a headless chicken running around and around.  You are
headless....just die.

See you next Tuesday Candace and the WEM and TM. See you next Tuesday!

Re: Two Simultaneous Positions Are Illegal

".  .  . And the BOs did not vote to let this happen for the town hall
renovations. They voted to have Russell be Clerk of Works for the library.  .  ."

Clarence, do you care even a tiny bit that your blog is full of lies and
misinformation?  The fact that you have zero credibility as a member of the
Finance Committee?

Anyone with a minimal knowledge of town government (excludes the majority of
your six posters) would know that Mr Braun was Clerk of the Works for town hall.
And it was indeed approved by the BOS, ask the current town moderator who was on
the BOS at the time.  An older guy named Clarence was project manner for the
library.

Oh Great, More Nonsense News

(yes, this is sarcasm.)

And ughhh, as if anyone cares about the constant drama of Showgirls! The whole
mess is about two spoiled egomaniacs banging their chests together because
they're both so used to getting their own way. Well, I'm not alone in saying
that it's kind of nice to see them both struggling a bit. They've had it pretty
easy for a long time

BREAKING NEWS, BREAKING NEWS, BREAKING NEWS!!

The Board of Selectmen has moved to deny Showgirls rental use of the award
winning Town Hall auditorium. After a clash of the titans, Showgirls, the
popular drag and comedy review, found itself without a home this season.

The Selectmen, always novice politicians, have noted the entertainment vacuum on
Monday nights and developed their own  version of a Circus. Held on alternate
Mondays all year round. Chairman A Knight was particularly pleased to have the
opportunity to perform, but the Town Lawyers have denied his request to rule the
meetings with a ring masters baton rather than the historic gavel. The Selectmen
in Executive Session have tentatively dubbed their new troupe the "Judges
Circus" in honor of the historic room in which they perform and as a nod to
their favored activity.

Selectman E Yingling, ever mindful of the need for seasonal housing tried to get
a home for Showgirls  in Town Hall on Mondays, but the four other Selectmen
viewed it as potent competition to their own theatrical meetings and refused to
move the motion forward.  In the face of defeat, Yingling texted in for another
order of spaghetti.

Selectman G. Santos, commented that it was pure common sense to have only one
show on Mondays "and that show should be ours!". Santos added that if Showgirls
could move to Tuesdays, he might reconsider. McChensey broadly smiled, " We
adore show tunes and now the Board of Selectmen is the next best thing to
singing at the piano". Selectman E Anderson chimed in "This is one of the few
circuses in  the WORLD that is dog and animal cruelty free"   " Oh yes, we are
only cruel to taxpayers" Anderson added with a wry smile and evident pride  in
her staring role in recent performances.  In addition to the Selectmen, the
Judge's Circus will feature guest stars like  Police Chief" Public Citizen No1"
Jeff Jaran. Town Manager "do it or else" Lynn,  and replacing the endangered
tigers featured in most circuses but  growling just the same, the PRESIDENT of
the Bark Park will bring laughter to all.

Just as the Selectmen were leaving the room, Knight proclaimed "I haven't sung
yet...Let me sing"  when no one stopped moving for the doors "Chief  make them
stop! Secure the exists Chief"  Knight cried. But by this time the Chief was
calling ONE ADAM TWELVE into his radio and giggling like a little boy.

From the Big Tent at Town Hall. This is Nonsense News.

Re: P'town Worker Fired For Alleged Money Misuse

Jill (Enos?) being charged

I can reassure you that the only reason Jill (Enos ?) is being charged is because of
the Police Chief. The amount of money she alledgelly had taken could of been
re-paid but this Chief attitude is to take everyone to court. Besides he has to
have something for the three detectives to do because they sure are not busting
anyone for drugs.

Re: P'town Worker Fired For Alleged Money Misuse

The defense of town employee who breaks the law and should be excused because
she "had to pay a few bills....."  How inconsiderate of her managers for not
acting on this sooner, when in fact, they probably needed to make sure they were
correct and not acting irresponsibly.  Maybe the poster thought the punishment
of loosing her job and not being eligible for unemployment was harsh, but she
admitted to committing a crime.  It doesn't sound like the employee had much
leverage in this situation, so not sure of your logic of management of being in
a position to "set this whole thing up to get rid of this employee whom didn't
sit and roll over for them."  The poster has the same code of ethics as the
individual that believes it is OK to steal from their employer, are saying it OK
to steal if you need to pay a few bills?  I hope you don't end up working for
me, because it is people like you that deserve to be turned in and punished to
the full extent of the law.

Shouldn't that read HER many accomplishments?  Unless of course a first person
writer got confused in the midst of a third person post.  Of course I wouldn't
put it post this blog's owner to creatively edit a user's post in order to make
someone else look foolish.   He certainly does enough redacting and selective
posting to make a prima facie case for that possibility as well.

Webmaster Comment: Thank you for your observations. However,

Re: Candace

It doesn't matter where Candace lives.  She has done more for this town than
many of you who read this blog.  We have her to thank for the most beautiful dog
park in America.  We have tourist that come to town just to spend time there.
Many of us are fortunate enough to be able to visit it daily and our dogs are
all the better for it.  Stop picking on a kind and gentle woman.  All she ever
tries to do is make this town a better place and accomplish that with class and
grace.  Candace has to deal with many of the towns people that are just jealous
of my many accomplishments and need to get a life.  Candace should be made the
town manager!  Then we would see change for the better!

Re: P'town Worker Fired For Alleged Money Misuse

An administrative assistant with the Provincetown Department of Public Works has
been fired for alleged misappropriation of money, town manager Sharon Lynn said
today.

Jill Roderick, who has worked for the department since at least 2007, cooperated
with police and town officials during a criminal investigation, Police Chief
Jeff Jaran said.

The police have filed an application for a criminal complaint in Orleans
District Court and are awaiting a probable cause hearing in the case, Jaran
said.

The date of the hearing was not available.

Jaran declined to comment about the dollar amount involved in the investigation
against Roderick but defined the allegations as a misuse of money.

Roderick was paid $42,370 in the fiscal year 2010, town records showed.

The department has about 55 full-time and seasonal employees.

Two Simultaneous Positions Are Illegal

Still a Conflict for the Building Commissioner to be the Clerk of Works for a town building

His job is to oversee the clerk of works. Not to be two people at once. It's not legal and

this was not proper. And the BOs did not vote to let this happen for the town hall renovations.

You are an hysterical idiot.  The exact question was asked a few years back and
answered.  Want to know the answer?  Call the financial director.  The payments
to Braun were approved by the BOS.  Paid 'off the books'?  When the amount was
publicized a year or so ago it was mentioned he received a tax form for the
payment.

Try, I dare you, to find out the truth.  But that wouldn't fit into your
hysterical rants would it?  I recently asked a town employee if they read a
certain item on this blog.  They laughed about it and asked why anyone would pay

Stephen Borkowski – 4 Willow Drive., - “In anticipation of the 400th Anniversary of the Pilgrim Landing in 2020, I am hopeful that we will have the consensus and the funding to have the Bas Relief fully restored by that time. With an eye toward that, I would suggest that we set aside a part of each rental fee for the area in front of the Bas Relief for that purpose, as well as pursuing public and private funds for the restoration. This is not what good leadership is about. Maybe, the next person to check
should be Building Commissioner and all his off the books Clerk of Works
positions. Try, I dare you, to find how he was paid and who paid him.

The trail will go dead like a well planned and well landscaped dead end.

****P'town worker fired for alleged money misuse***

By Mary Ann Bragg

mbragg@capecodonline.com

July 30, 2012

Re: Part Time Residents

Marc Jacobs is not a part time resident of Provincetown. Apart from
the store, he doesn't own property here. I believe he has visited a few times,
but that hardly qualifies him as a resident.

Part Time Residents

It's heart warming that part-time residents do so much for the town, and ask
nothing in return. Hats off to those, like Marc Jacobs and Robert Duffy, who
continually give, yet ask nothing in return.

It is people like these gentlemen who are true knights in shining armor!

Thank you for being a part of Provincetown that is truly recognizable!

Cancer on Our Town

The vitriol for Fin Com coming from the Town Manager and her posse is
disqualifying for her continuing as Town Manager. As noted earlier today, she is
a cancer on our Town and our civic culture.

The too politically active police chief has equally worn out his welcome. He has
coaxed us out of millions for shiny man toys and built a force sized a crime
ridden urban slum. He's too expensive. Too abrasive. Too ineffective a manager.
It's time to pack your bags Dude.

attendance was perfect, not part of Coen's tales about the "punk")

2) For the period Cohen was chair this year, nearly a third of minutes are still
missing.

3) The "New" FinCom has only meet twice. So they are one meeting late, doing
better than the Selectmen I'd say!

4) I hope the letter to voters has fewer half truths, no more endless fake techno

Town finances.

Not saying anything positive or negative about current FinCom, but I think it

by comparison any new chair is going to look like they don't have it together.

What nit wit posted that 4 current Fin Com members have their own

No one has ever joined  any town committee, regulatory or otherwise, that didn't

Looks like Candace Nagel  has some hidden agenda against Clarence, so
much as to take out FB ads to get people to her anti PACC page   When PACC
suited her purposes, she was busy trashing the pier corp here and Rex personally
and having a great time doing it.  What a hypocrite.  She has used people all
over town to get what she wanted.  Now the hypocrite is involved with a bicycle
committee for Provincetown, where she doesn't live and about bicycles, which she
doesn't ride.  I even heard a woman say she doesn't go to the dog park any more

Mr. Walker for your foresight in posting useful information that we don't get
otherwise. I"m not employed by government but I have an interest now that I live
here. There appears to be some management problems and lack of transparency in
what evil lurks behind the scene. When people get caught with their hand in the
cookie jar they try to deflect others away from what they're doing by turning
the tables around. Honest people with integrity don't do that !

I highly praise this new group of quite professionals who know a lot and are

Re:. . . in dealing with Erik Yingling and FinCom.

I think FinCom is most likely getting what they have coming to them.  At least
four current members have their own agenda.  Doesn't matter what is best for the
town, they want to go after their agenda.  Sounds like they have no plan going

can't wait for the next Town Meeting, the FinCom booklet is going to be a joke.
What goes around comes around.

August is this week.  The new FinCom doesn't have any minutes posted on-line

HUH? The whole Facebook page is an ad (Sponsored in Facebook jargon) Now a
Banner ad. Is seems you just crossed the line into a political operation and now
must file disclosure reports. I can't wait to read those! No longer anonymous...

Here is a hint:

http://www.mass.gov/ocpf/

What is an independent expenditure?

M.G.L. Chapter 55, Section 1 defines an independent expenditure as "an
expenditure made, or liability incurred, by an individual, group, or association
for goods or services expressly advocating the election or defeat of a clearly
identified candidate which is made or incurred without cooperation or
consultation with any candidate, or a nonelected political committee organized
on behalf of a candidate, or any agent of a candidate and which is not made or
incurred in concert with, or at the request or suggestion of, any candidate, or
any nonelected political committee organized on behalf of a candidate or agent
of such candidate."

been written about this blog.

Just think for a moment: This blog has become so negative that it has gotten to
the point that an ad was printed in  the banner---Provincetown Citizens against

It will draw people to this blog and they will see that all it does is spew
vindictiveness and divisiveness.

Captain Jack's Wharf

Will the boaters of the West End lose access to the Dingy Dock at
Captain Jack's Wharf?

When Captain Jack's was sold by Ruth Heibert, a survey discovered that the Wharf
was six feet wider than the deed.
It was infringing on the lown landing space.

To resolve this issue, the public was given a "right of way" access to a dock at
the end of the wharf.

This year the access is barred. No ramp is provided.

Do the old laws of right of way hold in this case?  Will we lose access if this
right of way remains closed for a year?

Thanks for your attention!!

West End Mafia

Is it true that members of the West End Mafia and the Town Manager

Hand Puppets For the West End Mafia

The Chief and Town Manager have gone so far beyond professionally acceptable
standards of conduct that they will be fired. It's only a matter of time. They
got revved up by the WEM and sadly will ultimately be the ones who lose most.

While others like Candace get off on torturing the town with drama and then
retreat to Florida to rest up each year, their pawns end up losing all
credibility and support. Sport for the rich, interstate, 1%--career ending
tragedy for their hand puppets.

Still they played along and acted unethically, probably illegally and certainly
amorally.  So, you read it here first; they are gone by Christmas...just watch

Or maybe they can save us all the grief and resign immediately.  Think hard you

No, watching Like a Hawk is Not what You Are Doing

Erik Yingling has been villified and harassed. He did nothing wrong yet a text
message was passed from one person to another and then read publicly at a BOs

nothing in this e-mail yet town manager, police chief and chair of bos worked,

This is not watching like a hawk. this is the hawk going after anything that

Let's Just Cut the BS Shall We

The West end cabal controls (and I mean realllllllly controls) 300 votes..90% of
which are angry       old female votes and a few scared        .....

The rest of the engaged and informed voters of free will in our little town
control 650-900 votes.

And to their dismay, suddenly, we've started voting. The sleeping, civil
majority awakes! Shock horror!

We voted in Mary Jo with an astonishing mandate and 900+ votes. Most unopposed
folks get fewer than 300.  She rightlfully appointed a very smart FINCOM who is
now actually watching the Town Staff in a respectful but diligent way and Mary
Jo appointed Clarence knowing full well that he regularly and vigorously
exercised his first amendment rights vis-a-vis this blog.

Suddenly checks and balances and good government are more than bumper stickers
or platitudes and the corrupt few cannot stand it. They are literally setting
themselves aflame.  This birthplace of democracy is far to light a place for
their dark hearts and ambitions. Best they retreat to less civilized and evolved
locations.

If you think you will win, hold a recall for Mary Jo--which of course you'll
lose. Hold a recall if you want for the Selectmen, you'll only speed the process
of REGIME CHANGE that is inevitable and imminent.

As that hero of the left GW BUSH so famously said "BRING IT" until then shut up,
we already voted.

Now, in regard to Candace and Pru and the Banner.  The BOS should publicly
rebuke the Banner and Pru for publishing yellow town hall newsletter reports
about the town finances and specifically the audit.  They should demand that any
stories Pru (the Glenn Beck of PTOWN) reports be labeled editorial or better yet
"tabloid fodder".  They should remove Candace from all committees for cause for
being a raving, nasty, hateful      .  I'm pretty sure that is not allowed as
per the charter.

Cheers

Austin Knight Lacks Critical Leadership Capacity

The problem we are all dancing around is that Austin Knight isn't up to the job
as chairman. Many here will disagree about if he has been a good or poor
Selectman, it is very obvious he isn't up the Chairman's job.

What are the options for the selectmen to take? Can town meeting do anything?

Kudos to Catherine Russo

You said it as it is. You spoke to the harassment of erik Yingling and the new

the Banner.

Thanks for being courageous and speaking truth to power. You are great!

Hawk Eyes

When an elected official takes office, he becomes a public figure and
has to live with a certain amount of public scrutiny and criticism. It's part of
the job. It's something every politician since the dawn of time has had to
accept and live with. Interesting that Catherine Russo and many of Erik's
"people" are calling this scrutiny "harassment."

He was elected by the people of this town to serve the people of this town. If
they feel he is not serving them properly, they have every right to speak out
and that includes the local press. It's not harassment, it's keeping an eye on
our elected officials.

Erik, we may not all be "your people," but we're watching you like hawks.

My posting was simply focused on where I get information about town news.

From my posting, you made a quantum leap, and alluded to a certain recently

Police Traffic Details........

Why isn't Provincetown using private citizens for police traffic details??
Such as nstar pole work? The use of citizens trained was authorized a

I recently viewed on line the salaries of our employees, the top 3
We're the town mgr.,police chief and the a police person. This

Re: Catherine Russo's Letter to the Editor

Is there anyone Russo didn't throw under the bus? Wealthy second
homeowners buy the art in my gallery, buy objets d'art, go out to dinner and buy
pricey D. Flax t shirts vs. Cuffy's. They have been coming here for decades
having careers off Cape. They came here when they could on week-ends or maybe
just once or twice a year. Russo now faults them for being successful and
wanting nice homes here that they can afford? Oh and Miss Russo, let's not give
them credit for their local philanthropy giving to so many non-profits like HOW,
the theater on Bradford, Whaler's Wharf Theater, PAAM, FAWC, Skip and on and on.
If it weren't for that dreaded bunch, the Town, its economy and the local
non-profits would be much worse off. Ms. Russo you are bitter and angry and need
to look at the big picture and how we all are part of this community part time,
full time, rich or poor. Haven't we had enough divisiveness that hurts our
little village? Your letter to the editor was an embarrassment.

Catherine Russo's Letter to the Editor

I just read her letter and I agree with every word.

Well done Catherine. The bottom line is Erik got caught hitting the wrong

proves her point.

Thank you Catherine for saying exactly what I know to be the truth.

You Don't Need to Shelter Us From Harsh Words

I am another reader who's posts critical of Clarence and this blog and
Erik Yingling have not been printed. I watch in amusement as numerous posts
singing Clarence's praises and touting him as a voice of the people show up
regularly, especially now that he is under fire.

You must really think the citizens of this town are a bunch of fools, Clarence,
if you think they are going to believe this biased daily blog of carefully
curated and edited (by you) half truths instead of the local newspaper. What you
do here is the equivalent of starting conspiracy theories. Stop trying to sway
public opinion. Either print all submissions and censor just the profanity, or
just quit altogether. Why do you feel that you alone are qualified to decide
what is appropriate for the public to hear? We aren't babies, you don't need to
shelter us from harsh words.

The use of Gonzales (or Rodriguez) for someone of Latino/Iberian decent is an
ethnic slur. You substituted a generic Mexicali name for his correct name.

Attack on Shout Out!

"For Years you have used Shout Out to blast the Pier Corp
unrelentingly and topromote your "pet projects". Why are you now turning on the
Blog and Web Master? There is more to this story."

The attack on this blog is two fold.

1)The last election and Town Meeting scared the crap out of the Town Manager and
her Selectmen. Anytime you see a Chief of Police publicly engaging in partisan
politics you know the pressure is on. (That is the cause of all the preemptive
Selectmen/TM strikes at FinCom too)

2) The Banner is in BIG trouble. It's corporate parent has been delisted from
the Stock Exchange. The Banner has been ordered to increase online  and weekly
print subscriptions. Yet this blog is a major threat to the online strategy. If
people keep coming here for news, the Banner is sunk.

So you see Town Hall and the Banner employees (and spouses)  united on a full
court press.

Go! Clarence! GO! Stay the Course!

Why the Personal Attacks?

"Many in Town have asked, why does the webmaster of mypacc.com resort to
divisive personal attacks on his blog? People such as Mr. Walker, attack others
with ad hominem when they run out of argument or they can't explain or support
their position.

An ad hominem (Latin for "to the man" or "to the person"), short for argumentum
ad hominem, is an attempt to negate the truth of a claim by pointing out a
negative characteristic or belief of the person supporting it."

Re: Anonymous Posting

"she should allow Clarence to post all blog posts from her ... IP
address for the past 5 years"

You do not know how this blog works.  Clarence never sees anyone's IP address.
When posters submit comments, as I am doing now, they go to Clarence's web
hosting company - which is web.com in his case.  They in turn send the messages,
without IP addresses, to Clarence who decides whether or not to actually post
them on the site.

The only way someone could get IP addresses from the hosting company is with a
court order.  But many hosting companies do not keep the IP addresses on file,
so even that won't work (and there is no U.S. law that requires them to keep the
addresses - there are such laws in places like China and Cuba - aren't you glad
you don't live there)

If a poster is still concerned about sending their IP address to this or any
blog, there are simple solutions, such as these 3: blog from a public computer,
say at the town library; or blog from a free wifi site, like the Wired Puppy; or
Google "anonymous surfing" and use one of free services that exist - their IP
address goes to the blog hosting company, not yours.

Blog on posters, without fear of the control freaks out there.

BOS Meetings Getting Out of Order

During public statements at the last Selectmen's meeting an ethnic slur was used
in relation to a town resident not present at the meeting. I understand the
Selectmen are encouraging this 3 ring side show, but this was beyond the pale
even for the likes of them. Every Selectmen had a responsibility to speak up and
shut down such nonsense.

Candace spent years of her life maligning the Harbormaster's Office

Bicycling in Provincetown

The safety of bicycling in Provincetown has never been worse.

Commercial Street is completely unsafe. Bikes are zooming at break-neck speeds
(literally)while pods of police officers watch but wince only as collisions
occur. It's hard to know who is more at risk the pedestrians or the bikers?

Bradford isn't much better. Confused tourists find themselves caught riding up
miller hill with no place to pull over and traffic bearing down on them. Want to
see terror? Watch a parent on a bike with tot-trailer or even just kids, trying
to navigate a safe path across town.

We have too few bike racks, yet the big accomplishment for the  town's bike
programs has been the bungled bike rack at the library. A waste of money and a
lost opportunity.

Whatever Town is doing, however Town is doing it, it is an abject failure. Let's
try something else.

Candace Apalling Behavior

I used to be a fan of Candace but her behavior is appalling and
reprehensible.  She is clearly a stooge of town hall and should resign her
committee chairs for three reasons:

1. She does not appear to be domiciled in Provincetown and should probably not
be legally registered to vote or claim residency here.

2.  She has posted ugly, horrible blogs on this site for years about virtually
everyone not aligned with her pet groups or causes cowering under the thin veil
of anonymity.

3.  She is married to Pru Sowers which makes her hopelessly conflicted with the
Banner which is clearly in bed with town hall and Austin, et al. So by her own
tortured logic she cannot be allowed to also serve on town boards.

4.  I am sure I speak for most reasonable individuals who say a lady always
knows when to leave. You've moved out of town now move out of our lives.

If Candace wants to bitch about the blog and Clarence she should allow Clarence
to post all blog posts from her and Pru's IP addresses for the past 5 years.
Then we can judge her hypocrisy for ourselves.

Disclaimer, if her empty house is my imagination, let's have Candace post proof
of her occupancy on this blog

Yours in good government Candace...or not.

I think Clarence has every right to block all future postings by that individual. If

anyone attacked on here the same way, however nasty postings like that should not
be allowed when done in that fashion.

Seems Many Town Official Hate Democracy

It seems they want to control everything and pretend we, the voters, count. They
want what they want. this is not how a democracy works. It's more fantasy of

Re: Humpty Dumpty

If you don't understand Humpty Dumpty as a political metaphor, please read ALL
THE PRESIDENT'S MEN. It's used several times regarding the rise and fall of
Nixon.

Here is what wikipedia says about the linkage:

The name of the book alludes to the nursery rhyme about Humpty Dumpty ("All the
king's horses and all the king's men / Couldn't put Humpty together again"), an
allusion similar to that made more explicitly a quarter-century earlier in the
Robert Penn Warren novel All the King's Men, which describes the career of a
fictional governor loosely based on Huey Long.

How Sweet Supporters of Austin Are

He is worse than humpty dumpty but you are vile. Such viciousness, such outright
hatred. If you don't like the blog, don't read it. and if you don't like the
blog, stop posting.

You are a sick cookie!
5:13 pm edt

Oh Please Clarence

You chose the angriest post to make your point. Please print one of the many
many posts that contained no profanity or insults that you chose not to post
simply because they did not fit your agenda.
Calling the degrading insult Humpty Dumpty "political satire" is dishonest at
best and simply shows your bias and lack of integrity.
I do want to beg you to take better care of yourself. Obesity can be fatal and
you do indeed look like a heart attack waiting to happen. I would hate to see
you martyred for your cause! Lol

To: Webmaster -Drop Dead!!

If we can call Austin Humpty Dumpty on here ( which is a despicable
degrading term you have allowed TWICE on here) why will you not print my posts
stating how unhealthy and fat you are Clarence? Ohhh... It must hurt your thin
skinned feelings oh pathetic blog master... How about we call you Dumbo? Maybe
Shrek is more to your liking? Yes, Shrek. He was an ogre too. Please print this
insult to your physical body ( which looks quite unhealthy; gosh how sad we all
will be when you drop dead of a heart attack!)
So Please print this insult to yourself just to show that you are fairminded.
Clarence, you look more like Humpty Dumpty than Austin ... Let's see if you have
the balls to print this. At least I know you must be readin these so YOU KNOW
HOW MIUCH MANY OF US IN TOWN HATE YOU AND HOPE THAT KARMA CATCHES UP TO YOU BIG
TIME. You fat ugly asshole.

Webmaster Comment:

"Humpty Dumpty" is a political satirical comment, obviously lost on you, where as, your
comments are share vulgarity and are only published as an example of the level of
comments that have not been published.

"So foul a sky cannot clear without a storm" and hopefully the next elections will produce

Re: Board of Selectmen Meeting - Knight Out of Control!

So much posted here about that Board of Selectmen meeting, so I watched it. WOW
what a mess. Knight really was over the top. Holy $&!#

How is it that Vice Chair Anderson claimed to have no advance knowledge of the
agenda item, yet several ciitizens arrived with what looked like typed public
statements ready?

And does anyone realy believe McChesney did not know Coen was the Chairman of
the Building Committee?

The biggest issues here 1) the persistent leaks from Town Hall for partisian
purposes. 2) Jaran's public statement was way out of line. Worse than has been
written here.

Re: Banner vs Erik Yingling

Interesting how none of the people who wrote scathing letters to the
editor about Yingling's conduct aren't posted here just the editorial in the
Banner. I think Yingling's people don't understand damage control.

Keep Provincetown Beautiful...

This morning as I was out for my early morning walk down commercial st, I
noticed the DPW trash truck picking up the Monday trash. Unfortunately, one
of the workers can't seem to bend at the waist.

There were several pieces of trash that had fallen out of the trash barrels or
recycling bins and this man just left them on the ground. The trash was just
left to sit on the street. Not a sight I want to project of my beautiful Ptown.
I stopped, picked up the trash and put it in a trash barrel in front of a
residence.

I hope that the DPW workers are given an orientation to picking up the trash and
keeping this town looking good.

Re: The Banner vs Erik Yingling

Hilarious how Yingling supporters continue to point fingers at Knight
and try to make the issue about him. Knight hasn't done anything. He hasn't been
accused of any wrongdoing (unlike Yingling.) You people are beyond crazy! Do you
think that if you repeat nonsense often enough the town will believe you? Do you
think your crazy accusations against Knight and the Banner will make people
forget Yingling's sneaky texts and     ? Give it up already!!

Erik proved himself untrustworthy. He      and he got caught, plain and simple.
Everyone knows the truth.

Austin, Goodbye

I have lost any faith I ever had in you. I believe you are now damaging the
town. You have become, in your mind, bigger than your britches. You are a
pretense of what we need. you are a tragic figure but you have brought this on
to yourself.
10:31 pm edt

The Banner Was Outrageous

This was not an editorial. It was Sharon Lynn's letter to the town. It was
neither objective nor correct. Yellow journalism at its best!

This is a low point for the editorial staff. They should not be used by the town
manager to do her bidding. but here they are, spouting fabrications, lies, and
highfalutin attitudes that have no basis in facts.

You have made of yourselves a joke, more a comic book than a real newspaper. We
might as wel have Fox news newspaper because that is what we now have.

Two Peas in a Pod

Here's the Wrong: Sharon's Lack of Leadership and Austin
Misapplication of Power

He is a disaster. Austin knows nothing about how to really run a meeting and how
to guide this town. He is the puppet for Sharon and her kitchen cabinet and they
are the ones attacking Erik Yingling. Why ? He is not one of them He is from
here and young and has his own thoughts.

I'm waiting for Austin to apologize for misusing his position as chair. That's
where the apologies should come from.
9:11 pm edt

Stand Tall Erik

What does it matter what others say? Too bad another Selectman is upset that
Erik isn't concerned about this because he didn't break the law.

He didn't break the law. Erik can challenge whomever he wishes and why not? He
can oversee whatever committee he wishes and if he can get others to help him
push through his agenda--what right does anyone have to complain?

No hold barred is my way of thinking. Just go in and keep on plowing through and
say what needs to be said. So what if it is personal? What some people call a
bully is just a person with a vision and gumption.

9:10 pm edt

The Banner vs Erik Yingling

"The Banner got it right? ....The Banner added to the problem and
covered a non-story as if it were something important."

The Banner's newsy editorial-laden style is, well lively, but not respected. The
Banner endorsed Bedard but he  went on to get only 38% of the vote. A telltale
sign of the power of the Banner in the community.

Re: Out of Yur Mind, Mu Dear

Bravo PAAM!!!

I have been frustrated with the transition from the "Art Association" to PAAM,

It is very good. Bravo PAAM

Congratulations to to PAAM for work so well done! Robert Motherwell himself

12:56 pm edt

Austin Knight

Why is it that when Austin is Chairing the BOS meetings, he sounds
like he's reciting a script, as if it had been dictated to him.

The word around town is that he can't function in his capacity as Chair without
calling certain people and getting his running orders.

Three guesses as to who Austin's ventriloquists are.
12:55 pm edt

Out of Yur Mind, Mu Dear

The Banner got it right? You've lost your poor little mind. the Banner added to
the problem and covered a non-story as if it were something important. And the,
even wrose---they dared write an "objective" editorial. Might as well ask Hitler
to write about his objectives and policies and then prise the man for his views.

this is sick and the Banner should be ashamed of their wrods, positions and
deeds. Totally disgusting! this is not journalism.

Very observant, it is really off this year.  Lots of my Boston area friends are
heading north to Ogunguit instead of Ptown. Shorter ride and friendlier locals.
Lots of whack jobs and alkies here. Maybe a rehab resort like Betty Ford instead
of the new police station.  Think of all the revenue the rehab resort would
generate!!

12:49 pm edt

Outer Cape Health

Have had a place here for years, but last summer went to Outer Cape Health for
the first time.  I was seen quickly, and care was competent and well-explained;
and I got an unsolicited follow-up phone call later in the week.  It wasn't a
fancy place, but nothing wrong with that.  I'd go again in a minute if ill. Nice
people.
12:48 pm edt

Erik Yingling

The funny thing is, Yingling has already admitted his wrongdoing and
issued a public apology (the right thing to do,) yet his followers continue to
write in to this blog and maintain his innocence, instead pointing fingers at
Knight.

It would seem to me that it's not Erik who needs to grow up, it's his
supporters. To keep insisting he's done nothing wrong and insinuate that there's
some kind of town-wide conspiracy against Erik just comes off as foolish. The
only conspiracy against Erik is called "we don't trust him anymore." It may take
a while, but it's not impossible for him to earn that trust back. But the sooner
his supporters stop defending his inappropriate actions, the sooner the healing
process can begin.

Re: No Art Theme Week

In response to the person asking why there's no art theme week. It has
been attempted, but most previous attempts have been focused solely on marketing
instead of providing incentives for tourism. If you look at the most successful
theme weeks (Bears, Circuit week) you'll notice there are a multitude of events
that draw people in. I think that is the key. Give the tourists some incentive
other than "come spend your money at my gallery." How about lectures,
demonstrations, walking tours, social events, etc?

12:42 pm edt

Erik Should Stand Tall

Erik should stand tall and let this just fizzle away. He knows what he is doing
and he asks questions and he wants to make sure that his agenda is the one that
gets through.

Whats wrong with that? He has a vision of what he wants to do and it doesn't
matter how he does it. Its a free country and everything is fair game for him to
use at his disposal.

Keep up the good work Erik. We are all behind you.
12:40 pm edt

Shout Out!

, you can continue to only post letters of support for
Yingling in your pathetic attempt to sway public opinion on this matter, but the
majority of the town feels differently. Even the Banner, who supported Yingling
during the election, has spoken out against his actions.

To try to pretend that the Banner and every one else in town just wants to hurt
Erik and overturn the election is ridiculous and desperate. Why do you continue
to censor posts critical of Yingling? Are you planning to do this throughout his
entire career in politics? Handling him with kid gloves isn't doing him or the
town any favors. The people of this town are disappointed and angry that an
elected official would behave as he did. All you have to do is listen to the
talk around town (because you surely won't hear the truth on this blog.)

Public Bathrooms

C'mon, I was just out in town and the public bathrooms were locked at
10 pm. Doesn't anyone in this town need to urinate after 10 pm. Bars are open
until 1:00 am, to prevent urination in the streets I suggest opening the
bathrooms later into the evening and early morning.

Austin Knight is the Problem!!

What firestorm? Why should we react to a no-story and non-action?

It's the most logical thing to do: if the allegations are crazy and ridiculous,
dismiss the allegations. that's what most of us here in town are doing. Granted
that is not what Austin Knight, the Humpty Dumpty of the BOs, did. He was wrong.
Yes, Austin is the person with the firestorm of disgust that I and I know others

Banner Editorial

An Editorial Against Erik in the Banner? they should Point the finger

What an outrageious piece of garbage. Pretending this is an editorial dealing
with real issues makes a mockery of the Banner. they should be fully ashamed and
embarassed. If they're not embarassed, I am for them and the low standards they
now hold up as journalism.

Shame on you for this dribble.
2:57 am edt

Erik Yingling

The Attempt to Villify erik Yingling is Disgusting and An Attempt to
change the Election

This is a tempest in a tea cup and even worse. it is nothing. Yet town officials
are using this to undermine Erik. I stand by him and for him.

Even the Banner should be ashamed. there is no story here but one made up by
Sharon Lynn, Austin Knight, Ann MaQuire and those who want the old power back in
their hands--as they had with David Bedard. This is all this is about and I am
disugusted with town officials for their inappropirate, if not illegal behavior.

Erick: stand tall and proud. You have done nothing wrong. But they surely have.
2:55 am edt

Banner Coverage of Yingling

I was pleased to see that the Banner editorial got it just right.  I thought
from reading this blog that perhaps I had lost my mind, but the editorial and
the letters (well one of the letters) to the editor reenforced for me that most
people see it the same way.

I haven't given up on Erik as a potential positive force on the BOS, but he
needs to grow up.  And whoever his "advisors" are, they gave him lousy advice on
how to deal with the email.  His followup was better but Erik and his "advisors"
should know that most people read the first story, form their opinions and move
on.

Police Presence

If tourists are confused by the 'police presence' at intersections, where
they're wearing traffic vests, using whistles and directing traffic, then
they're not too smart.  It's pretty obvious what they're doing, and it's nothing
nefarious.
Stop trashing the police.  Life without traffic police on Commercial wouldn't be
worth living for us townies.

Let's All Try Harder to Listen

I have loved and lived in Provincetown at least part time for 19 years
and will settle full time early next year. Acrimony and controversy are an
underlying negative energy that polarize us, create grudges, and drain energy
that should be invested in the many remarkable organizations an people who make
their homes here. We all lament the polarization of national politics, but we
have a very had time supporting an environment of trust, mutual respect and
understanding in our little village. Let's all try harder to listen.

So much for MYPACC being the antenna of the town. Instead, it is a forum of

Why no Special Arts Theme Week?

With all the theme weeks that happen in the summer here in
Provincetown, how come there is no special arts themed week? There's such a rich
artistic history in this town and so many galleries and local artists. Has this
ever been tried? Seems like a no brainer for attracting tourists.
3:21 pm edt

Erik Yingling's "People"

Erik Yingling may have his people--but he has certainly lost the respect of the
civic and serious minded people in this town.

How he can hold his head up is due to the fact that he has no moral compass. He
thinks that the Chair of the selectmen was trying to "embarrass" him. This is
what Erik thinks this is all about.

He doesn't see that his lying and making personal digs to people trying to apply
for a committee is showing him to be such a sleazy person.

Read the Banner's editorial and the letters to the Editor, Erik, and see if
anything sinks. If not, then you should just resign and end this sad situation
for everyone. It is just too embarrassing watching you behave like this.
3:14 pm edt

Jaran Out of Order" vs EriK

So Jeff has the right to speak at a BOS meeting against anyone or
anything in our town, even against Sharon, and in his town employee uniform.
Hopefully, he  had the smarts to drive to such a meeting in his own personal
vehicle, and not in the official town car we bought and maintain.

Also, whenever a member of a board has a conflict of interest about an issue
being deliberated on or discussed, such a member recuses himself/herself.

Jeff, therefore, should not be giving any public statements as a member of the
public on his own "stuff", e.g. the building or renovation of the town's police
department facilities. He can make public statements about the community center,
the cemetery, etc., as long as it doesn't relate to the town's public safety.

Sharon used very poor judgement in aproving his making a public statement.  It
looks like she can't control her own subordinates.  I'm sure the BOS will
consider this during her annual evaluation.
2:41 pm edt

Re: Outer Cape Health

I have had very good experiences whenever
visiting the center and really like my doctor who is very attentive!  If I have
any complaint it would be the care given the bathroom off the waiting room and
sometimes exam rooms.  I was in there last week and used the bathroom which is
very new and the room was filthy and unkept.  I think with such a new center the
place should be immaculate at all times!

Well i decide to go down the pier to squid, 11 pm and there is nearly
atleast 25 asians squiding..all with white buckets with white trash bags in

people to make a living..there was others just hanging around waiting..there
really wasnt much room for anyone else under the lights to be able to fish..so i
sat and i watched them take the trash bag with squid in it and replace it with a
new bag..no one around to monitor them and actually i dont see how anyone
could... cuz when squidding you shift around..i dont ever remember this
happening when we actually had real harbor masters..provincetown has changed so

Re: Outer Cape Health

I moved to the Cape nearly a decade ago from a major metropolitan community. The
health care I have received from Outer Cape Health Services has been exemplary.

We who live in a rural community are fortunate to have quality health care at an
arm's reach. If people want to be followed by physicians and clinicians off
Cape, the finest medical facilities are only a few hours away, but I am thrilled
with the care I have received without having to schlepp off Cape.

The fact that Outer Cape is here, continuing to provide quality health care, is
a feather in our bonnet for which I say "thank you" every day.

Re: Police Presence

I like arriving at our airport to pick up guests to find the police officer on
duty eating, reading, or watching a video.  A friend of mine told me one of our

Nice work if you can get it.
9:02 pm edt

"Jaran Out of Order" vs EriK

.. because he was in uniform.  NOT!  As long as he clarifies he's speaking as a
citizen that's all that is required.  Frankly whether he announced that or not
the FACT is that the email was totally out of order on Eric's part and in even a
low level job this would be grounds for firing based on insinuated threats of
"his people watching". The chief understands decorum and HELLO PEOPLE... the BOS
should have the UTMOST respect for us and not be thinking or typing such things.
"Wet behind the ears" or just arrogant, ignorant and entitled because he and
Barbara have lived here a long time!? Let me say if for them, "They're shocked
and surprise!" ha. Someone should make t-shirts!!

Re: Outer Cape Health Services

I have had very poor service with Outer Cape Health Services
pertaining to call backs, referrals, test results, prescription services and
testy responses to questions regarding these mentioned srvices. Initial
appointments were fine, but follow ups were not conducted, test results were
filed with no one seeing them, my records were altererd without my
knowledge, calls were not returned promptly and prescriptions were continually
sent to pharmacies I do not use despite being assured the problem was corrected.
Written letters for help were completely ignored. I have not heard from anyone.
No one has been interested in the least at Outer Cape Health Services. My
experiences have proved it to me. I have used Outer Cape Health services for 20
years, though my health is more important to me than deling with consistant
incompetance.

care daily.

, why is it you censor or refuse to post items that criticize certain
people, but will allow a clearly insulting and derogatory comment like the one
quoted above? I am not a fan of the person in question, but even I can see that
this is nothing but an insult that serves no purpose whatsoever. If you are
going to call this blog a community forum you should be fair and either allow
all comments or refrain from posting anything insulting. It seems like you pick
and choose based on your personal feelings. Not very fair or unbiased.

Pedestrians and Public Safety

Why is it that the Town does nothing about creating a safe way for pedestrians
to get around in some of our most dangerous streets such as Conwell St and
certain areas of Bradford Street.  Will officials only do something whem someone
is seriously maimed of killed as a result of being hit by a vehicle. This is
utter negligence on the part of the town--absolutely no regard for public
safety.  Before we consider spending untold millions on a new police station,
the BOS, Town manager, and police chief should be required to stand for one half
hour on the north side of Bradford Street between Brewster and Pricilla Alden
and then they will realize that spending all of the money on a new station is
really taking away from public safety and what is absolutely needed to avoid
liability.

Re: Police Presense

Between the local police and the park rangers there is way too much of
a police presence.  On numerous occassions I have seen the park rangers pull
over middle age people using 2 park ranger vehicles, with the occupants pulled
out of the car.  These were 60 year old people who were driving late model
vehicles that were in good condition.  These people did not seem to pose any
kind of threat, yet the park rangers see fit to need 2 ranger vehicles, blocking
the entire roadway to harass a couple of older tourists.  We have become a
police state.

Re: Parking

Totally agree on the comments about cost of parking in Provincetown.  We should
be motivating tourists to come here, rather than disincenting them by charging
them $20 per day or over $100 per week to park here.  We have to stop gouging
the tourists!  There is a tipping point.
3:46 pm edt

I Wish We Were More Tourists Friendly

And that includes the cost of parking. they come here to be here. they come and
spend money on gifts, trinkets and lunches and dinners. We should be the most
welcoming town on the Cape. but we are not. Greediness of town hall affects us
all. And it is a turn off for tourists. the attitude seems to be to get the most
out of them instead of welcoming them to come here and enjoy. that's how money
is spent and businesses prosper.

Outer Cape Health Services

I wonder what the good folks who started what has become OCHS would think of what the clinic has become. The new facility Provincetown is impressive, the pharmacy in Wellfleet is convenient for many and the numerous patient sites make  for easier access for more people on the lower and outer Cape.
What is troubling, however, is what is lost in all of the progress: quality, timely, personal and humane treatment. Not by the practitioners but by the public-facing "first-responders." Recently, in the midst of the latest heat wave, an elderly person in the community went in to the Provincetown site in obvious distress  only to be told that "we don't take walk-ins" until..." a time hours away.  When told by the prospective patient that such a wait wouldn't be possible  considering the patient's condition, the person behind the desk suggested that  the patient could call 911. The patient left and returned at the suggested time suitable for walk-ins and had to wait nearly two hours before being seen. As it turns out, the patient was in fact seriously ill, in immediate need of attention to not only relieve the physical discomfort but to control a situation that could have very quickly and easily moved to a life-threatening situation. Granted, the people behind the desk are not care providers but they should be trained to recognize distress and, if unsure, defer to someone better able to determine a patient's level of need.  Is the administration more concerned with grant-writing, fund-raising, cost-management, profitability, efficiency or providing quality care to a remote community far from a major medical facility? If this were the first time I had heard of such a  situation under the current management, I wouldn't be as concerned but this is the ninth or tenth instance I have heard of where the staff - again, not the  medical practitioners - have fallen down on the job. Obviously, leadership is the issue. Training, development, emphasis on quality service, yes, service – medical care is a paid service industry - a hands-on management with more attention to patients, customers, if you will, will serve the  community better than a relentless push for more dollars ever will.  If the administration and management can't do this effectively, then perhaps the Board needs to evaluate more carefully the people they've put in these positions and make the changes required to better serve the medical needs of the community they have pledged to serve.

Oxymoron: Blogs and Transparency

Blogs are not transparent. that's what makes them move issues, presents various
positions and offfer novel, if not radical, ideas. Blogs are written anonymously
so that people can say what they feel without ramification for their business or
their friendships.

No one should expect any blog to be transparent. Again, that is a contradiction
and expecting this is misinformed and misdirected. You can't have one--or at
least a successfull one--without the other.

His demeanor during public statements was hostile and threatening and not at all
professional. I think we have a little Napoleon on our hands and ruling our

for his present position. And by the way I am no fan of Erik's either. But Erik
is just wet behind the ears. The Chief is malevolent. This makes me question
Sharon Lynne's judgement too. She hired him. She can fire him. But she cannot

Parking

Provincetown residents pay a nominal fee for parking each year.  The town has
numerous public parking lots to accomodate the thousands of tourists each day.
There is a cost to maintain that much property, either re-paving, policing,
cleaning, etc.  Why should these lots be free to tourists who come to our town
to use our resources, litter our streets, and generally make life difficult for
residents?  If they're willing to pay $20 a day, why not let them?  If they
don't want to pay for parking they can go somewhere else; the lots will be
filled either way.
The parking fees may not go to offset our taxes, but they help balance the
budget, which keeps our taxes from being higher.
Eliminating parking fees won't benefit residents and will only add to our taxes.
Think of the big picture, why don't you?

Re: Provincetown Parking

Chatham is a beatufil town, like p-town used to be, and parking is

Where in the world would you get the idea that parking revenue isn't 'put
towards our taxes'?  If we didn't have the parking revenue in the general fund I
can only imagine what the tax increase would be.
2:41 pm edt

Police Presence

One of the things I value most about Provincetown is that it is
safe.  There is virtually no crime, and what little there is is generally
limited to DUIs or other non-violent offenses.
In order to keep a town that hosts up to 75,000 visitors on any given day
safe it needs a strong police presence.  Traffic police are a must, as tourists
are fairly oblivious, blithely walking in front of cars and/or bicycles.  For
any poor soul that parks at the pier or drives on any part of Commercial Street,
the police are a godsend.  Far from looking like a police state, it's obvious
that the traffic police are keeping chaos at bay, not an easy task in July and
August.
Shopowners on Commercial Street are at the mercy of shoplifters and petty
crime.  Having a police presence within sight of the retail area may prevent
some crime.
I recently received a speeding ticket, which I deserved because I was
SPEEDING.  Like the old TV commercial said, 'don't do the crime if you can't do
the time.'  I paid it and am now more careful.
After the death of a young man last summer caused by a tourist's
carelessness, I value police intervention.  I would rather feel obligated to
obey the speed limit, not talk on my cell phone or text, and pay attention to
the road, than to hurt or kill someone.
If you minimize the police force crime will increase.  That's a natural and
proven cause and effect.
There will be more drunken people walking and driving, more theft, more empty
homes broken into during off months, and less safety. I value the work that our
police force does to keep my family and me safe, and to make Provincetown a
wonderful place to live.

BOS Meeting

Erik was definitely out of line sending the text that strongly implied
he was going to try to undermine the work of the building committee and had a
vendetta against Tom Coen.
That said, all he needed to do at the meeting when confronted by Austin was to
man up and say, 'I made a mistake.  It won't happen again.'  End of story.  The
blatant lies that Erik told when confronted were an embarassment to him and to
the public.

Whatever wrongdoings Austin or anyone else committed in the past do not mitigate
what Erik did, so Austin had every right, and every responsibility as BOS Chair,
to call Erik out.

Chief Jaran had every right to speak as a citizen, as he resides in
Provincetown.  This is no different than the FinCom members who went to the
public microphone at Town Meeting to speak as individuals.

Thoughts for a Monday (a very hot Monday)

1. Erik did a dumb thing. most of us have sent an email to the wrong person.
once. my guess is, he will never do it again. dumb.

2. his attempt to explain this was poor. his advisors should think twice. i
don't know anyone that believes his explanation. best thing is to tell the
truth. yes. "gee, i hit the wrong button. what a dope. now i look stupid". That
is easy to understand and forgive. Lying isn't. let that approach to town
politics end now.

3. influencing a town board is a typical thing that most selectmen do. the
selectmen constantly try to put their own people on  other boards. they harass
board members they don't like.  its part of the game, & part of the  leadership
role. i have no grudge against a selectman for wielding his power. they mostly
all do. the big question is...are they wielding it for personal gain? for spite?
or to further what they think is best for Provincetown? In the answer, lies the
truth.

4.Chief of Police.  should stop trying to be a politician. we have enough of
those. Please be a chief. Leave the politics to the politicians. Otherwise, you
truly undermine yourself.

Sorry, but I beg to differ.   I believe this text from a high level town

Distortion of the Truth

Erik Yingling's e-mail had no malice intent. From what I'm reading, the malice

I'm Surprised at Eric's Supporters Here

Coen received an email that indicated that one of the BOS was going to try to

it.

Even if you voted for Eric, why would you support that?

First, an overwhelming majority voted him in. That affirms the disgust many town

Next, perhaps, in the spirit of Provincetown ethics, the way this should be

and Yingling could meet after hours below the Boatslip and reach a mutual
agreement.

Just a thought...

Re: Tom Coen

Question Tom Coen's Motives in Giving His E-mail to Austin and maybe
also to Sharon and Jeff Jaran

Why did you do this? Why didn't you simply throw it away? It said little. It was

But why did you, as the chair of building committee, give this to Austin Knight
and why did you let him read it out loud at a public meeting?

Why?

Why so Silent?

Maybe It's Time for Tom Coen To Respond to Why He Gave His E-mail to

this was sent to Tom Coen. It's a non-e-mail. It says little about little. But
yet---Tom Coen chose to give this e-mail to austin Knight and Sharon Lynn and
perhaps it seems to Jeff Jaran.

Why? Yes, Why?

This was his and should have stayed with him. But what compelled Tom coen to
send this e-mail out to others that in itself may have broken the Open Meeting

send this e-mail to? I think Coen broke the Open Meeting Law.

I would like to repost this very simple and VERY factual sentiment:

Austin Knight

So that's the plan by Yingling and his supporters - make this about
Austin to deflect the fact that Erik acted inappropriately.

I admire Austin for his actions.  He attempted to maintain the integrity of the

Instead he lied to try to cover up.

Over Policing in Provincetown July 2012

Had a delicious dinner with friends last night at Sage. A couple of women seated
next to us asked if we lived in town. When we responded yes, they asked if we
have had a crime wave in Provincetown.  They were very alarmed at the huge
number of police on the streets.  They have been visiting from Boston for over
30 years and had never noticed so many police and they felt something was very
wrong with our town and felt uneasy.

We assured them that crime was not rampant in Provincetown and they had nothing
to fear unless they had an expired inspection sticker a tail light out or
driving under the influence.

The Board of Selectmen need to have a look at best practices for a town our size
related to staffing size for our police force.  Clearly our town manager/former
police officer thinks the more the merrier. Our Tourism board works so hard to

We need to address this issue before it is too late.

Cast. The word is cast. "Casted" isn't a word. Thanks for the punctuation

Talk about double speak!   In the short time this guy has been in office, he has
made politics personal.  First the personal interogation of Tom Coen for a
volunteer position, then the personal interogation of Candace Nagle for a
volunteer position, then the personal intergogation of Ann Maguire for another
volunteer position, then the personal text about having his people take care of
the newly nominated Building Committee. I agree with the sentiment to remove the
personal from politics, but Yingling needs to start removing his personal
battles with individuals from Town politics.  Glass houses!

Your most recent posting validates my decision to have

Let's see if Tom Coen can follow suit.  It seems that, other than those who

And Austin, in your role as Chair, exert some leadership, but this time, in a
constructive way.

Time to move on; much, much to be done.

From: Open Letter from Erik Yingling

Personal Politics Divide Us. Creating a Better Provincetown Will Unite Us.

I am compelled to respond to what has transpired over the last few weeks. Unfortunately, our (Mr. Coen and I) political misgivings have become personal and public. This is regrettable and I remain interested in reconciling with him whenever he is ready.

Let me be clear, I have the utmost confidence in his abilities to serve on the building committee. This is why I voted for him. Mr. Coen is smart and hardworking and has devoted thousands of volunteer hours to the Town of Provincetown.

Certainly we have had policy disagreements in the past and perhaps they will happen in the future. This is a healthy part of the democractic process. What is unhealthy is when politics become personal. This only divides the Town of Provincetown when there are more important things to focus on. I hold myself up to this same standard.

The tone and content of my message to Mr. Coen is regrettable and a misstep. Period.

It is often said that “elections matter”. What needs to be said more often is that election season is over. Political posturing does a great disservice to our town.

I call on all parties to unite around creating a better Provincetown:

Let’s create more year round jobs and more year round housing.

Much progress has been made but we must remain focused.

Let’s pave Commercial Street.

The next phase of this will commence this fall.

Let’s renovate or build a new police station and DPW facilities.

We can all agree that the status quo is not sufficient for the men and women who serve the Town of Provincetown.

Let’s put an end to the seasonal housing crisis.

It is long overdue that the seasonal members of our community should have access to decent and reasonably priced housing.

Let’s get to work!

Respectfully Submitted,

Selectman Erik Paul Yingling

Social Networking/Yingling

You got the younger social networking selectman and what happens almost right
away with the first major topic (police ststion)? Yingling interjects his
oversight of the committee and intimates the harassment of at least one of it's
members. Everytime Erik opened his mouth to defend himself, as I read in the
paper, he dug the hole deeper and deeper. His people are the BOS?? Really?
Wonder if they know? He can state that he did nothing illegal but what he did do
was lose all credibility on the police issue. He should recuse and let the
others proceed on the topic. That might help his future credibility and the
boards but seeing his picture in the paper sums up my suspicions.

It's going to be a long three years with this guy.

Austin Knight is the Problem

When the Facts Are Wrong--Like Austin Knight's allegations Against
Yingling--I'm Glad the Webmaster is not perpetuating such False accusations

Austin is the problem. austin Knnight is the questionable person in this Sharon
Lynn created fiasco. austing went along with the insignificant e-mail given to
him by tom coen. this was not anything that should have been read at the BOs
meeting. But they went forward and showed themselves for what they are.
Deceptive, creepy individuals working to undermine someone duly elected. Bedard
lost. Your guy did not win. Now there is this group working to undermine the
person who won.

But look at who is "leading" the charge? Someone whose past should be look at
again for both illegal, misrepresentative, and deceptive issues. also, even
sexual harassment of a town employee. Your life should be on the agenda, not a
simple legal e-mail from erik to tom coen.

Maybe, Tom Coen should have thrown this e-mail in the wastepapaer basket. but he
did not. He brought it right up to sharon, to austin, to Ann Maquire, and then
they orchesrated this sad Show girls senario. all acting all the time.

This is not what town business should be about.
5:00 pm edt

It's Called "Social Networking" David

I find it hilarious that David McChesney couldn't imagine how Erik
Yingling found out that Tom Coen had been elected chair of the Bldg Comm so
soon.  It's called social networking, and perhaps David thinks it's for the
younger set, but information travels instantaneously these days.  One no longer
has to wait to be "informed" of events, David. I'm not  involved in town
politics, but even I heard about Tom C's election immediately.  We really,
really need younger sharper people at the helm.
1:40 pm edt

Sauce For the Goose..........

It seems to me that Mr. Yingling is just carrying on in the tradition
of the Sharon Lynn administration.  For years there's been a controlling group
of people who are friends and who have been privy to inside info and have
controlled boards: Ms. Lynn and her partner Ms. Greene; Mr. McChesney and his
partner Mr. Roberts; Ms. Maguire and her partner Ms. Gordon; Mr. Coen; I'm sure
most of you can complete the list. Those of us who live only here, do not have
gobs of cash, do not live on the water, etc., are tired tired tried of the lies
and falseness.  I do not know Mr. Yingling personally AT ALL, but I do now feel
like I am finally represented by a member of the BOS. So I guess that makes me
one of Mr. Yingling's "people."  The town administration has lost power. Ms.
Lynn's "people" have been thwarted. And she does indeed have "people."  What's
good for the goose . . .
1:38 pm edt

Where'e My Posting

I too have submitted several posts regarding Yingling's unfortunate
behavior and have also been censored while I have seen numerous posts dredging
up old, completely irrelevant issues relating to Austin. How sad, Mr. webmaster,
that you use your blog to try to sway public opinion and deflect criticism by
posting negative remarks about another selectman when the Yingling is clearly in
the wrong.
1:35 pm edt

Austin Maintain Integrity? What? Who?

Austin is the last person who could maintain integrity. Look at his past. And
yes as someone mentioned the claims of sexual harassment by a town employee
against Austin. and then who he really is and the pretense to be a contractor
when he never was and is he now?

Austin should do the business of the town instead of being Sharon's puppet to
attack people who threaten her projects. Let the people speak. If they want a
$14 million police station, let them vote for it. Stop trying to udnermine other
selectmen who might question such a project.

This e-mailgate is a sick joke, orchestrated by town hall to undermine a new
selectman. And Austin's hands are not clean.

Austin Knight-Addicted to Drama???

Austin Knight had a variety of choices when he received Coen's "complaint".
True to form, he took the most dramatic least effective path possible???

Knight   stirs the pot and tries to create controversy at every opportunity. I
can't imagine Anderson making such a mess of  that situation.

Is the guy addicted to drama???

Mr. Webmaster:

I posted the April 10, 2008 Banner's article written by Pru Sowers on Austin
Knight's sexual harassment charges, but you haven't posted it.
How come?
9:09 am edt

Dear Mr. Webmaster

I was under the impression that this site was set up to air, freely, concerns
taxpayers and residents have regarding town issues and politics. Censoring posts
to deflect or cover for an individual is wrong and unfair. It reduces and
diminishes what your site was set up to do. I know I've submitted many comments
regarding Yinglings actions and none have been posted, yet many many posts have
appeared defending Yingling and attacking Knight.

Unfair.

I realize this won't get posted but if when you read it, keep in mind that faith
in this site has diminished greatly for many.
9:07 am edt

Austin Knight

So that's the plan by Yingling and his supporters - make this about
Austin to deflect the fact that Erik acted inappropriately.

I admire Austin for his actions.  He attempted to maintain the integrity of the
BOS by calling out a fellow Selectman's less than ethical behavior. This would
have been over in a minute had Selectman Yinling simply said I made a rookie
mistake.  I shouldn't have done it, it won't happen again.

Instead he lied to try to cover up.

8:56 am edt

Selectman David McChesney

David McChesney was disingenuous when he said at the BOS meeting that
he didn't know who the Building Committee Chair was.  David, good try, but as
Austin said at that meeting: "I don't believe you".
1:38 am edt

Austin had several options for tackling Coen's complaint.  Now he has

1:33 am edt

Knight Did Overreach

He was totally wrong, misguided and perhaps vindicative in taking one e-mail
that he never received and turned it into a top BOs agenda. It was innocuous and
Knight acted as if it were illegal. It was not. Plus, it was not an e-mail that
had anything to do with Knight.

You tell me why he brought this up in public and made this the first agenda
item? Overreaching if not even an illegal action used to under mine another
member of the board.

this is not even a story that deserves any attention. Yet, Knight took this to
the ninth.

why? Who is pushing this weak man to take this outwardly "tough" stance?

He is wrong, inappropriate and disgusting. On one level it is stupid. but on
another, it is a threatening act, one attempting to overturn the election that
put Mr. yingling in office. those who lost refuse to accept the results of the
town voters. That is what this is about. Sad but true.
1:27 am edt

Austin vs Erik

Yingling will be fine.  If a Selectman is charged with sexual
harassment by a Town Hall employee, and a few years later, he's the Chair of the

Provincetown Theater

I think Having Ryan's shows at the Provincetown theater is a win win, the

I am delighted to see this brilliant creative man carry on a tradition of new
idea's and new ways of looking at things in Provincetown, too much bougie
thought and deed lately for my taste.

1:24 am edt

Austin v Erik

Whatever Austin has done in the past has nothing to do with the fact
that Erik acted inappropriately.  He may not have broken the Open Meeting Law,
but no one has mentioned harrassment.
Erik is a Selectman and is the appointing authority for the building committee.
He has the power and clearly abused it.
We all make mistakes.  It would have been better for Erik just to admit that he
made a mistake and acted too quickly.  People can understand that. but I don't
think that people appreciate him defending his inappropriateness and not taking
any responsibility for his actions.

Re: Dogs

It seems like someone has a personal vendetta against David Bedard and
his gym.  All this griping about his dog being in his gym, his gym not being
clean, etc.  This smear campaign is likely being brought by someone who has a
grudge against David, or someone who will benefit by doing damage to his
business.  Shame on you!  Leave it alone already.  If you go to his gym and you
don't like the dog or the level of cleanliness, then go elsewhere and stop the
nonsense already!!!!!!

1:19 am edt

Austin v Erik

I think Austin was a bully. Leave Yingling alone. Let him succeed or fail on his
own. Stop using the selectmen's gavel to launch your reelection campaign.

That whole BOS circus was nothing more than a political stunt. Plain and simple.

That is called deflection.  Everything Eric said in that Banner article seemed

He is still the same person. But who he is I know really know. what is his real

Re: It's Called Free Speech

When you or I as an unelected citizen send an email or text about some issue
before a public board it is indeed free speech.  When an elected or appointed
official sends "secret" comunications regarding issues before the town, it may
be restricted due to open meeting and or public information laws.  That's not
the kind of openess yingling promoted while running.  Why the need for behind
the scenes communications now?

Oh that's right.  It was just a text to himself to remind him to get his cronies
in line to undermine another legitimate boards business.  We all have sent
similiar emails to ourselves from time to time to remind us to pursue our petty
grievances with others.  I am lucky to not require such things as I have Irish
alzhiemers.  I forget everything but the grudges!

3:19 pm edt

Overreaching by Austin Knight

He is abusing his powers. He is using his power as Chair to personally attack
and undermine and defile the reputation of another Selectman. He is unfit to be
Chair. He should be brought before a state agency, perhaps the Attorney
General's office, for overraching and for misuse of his position. ]

This is the Autin Knight whose name is not his name. This is the Austin Knight
who worked as a contractor for years---and never had a contractor's license.

If there is misdoing and questionable actions, then let's first look at
Austin Knight and his false presentations of who he is and who he was.

Now if you want to talk FILTHY, go to the laundromat, where nearly half the

she had that glazed look of a townie doing chores on her first day off in ten!

reason.

the Chair gets a complaint about an email sent from one selectmen to a committee

didn't know what to do "with this" so he spoke to town counsel.

Great. the Chairman of the board is missing a brain so we need to pay an
expensive firm of attorneys , to explain the law to him. Its called free speech.

Re: Community Center Filthy

Maintaining this building is a waste of tax payer's money.  It should be sold

be looking at ways to cut costs, not how they can spend money on unnecessary

Rental Health Violations

I have recently learned of several foreign workers living in harsh and unhealthy
conditions in Provincetown. An Eastern European man reported that there are
thirty foreign workers living in a basement, with one bathroom, on
.  Another reported six men living in the attic of a known restaurant
owner who refused to provide adequate ventilation or air conditioning.

Foreign workers are known to be exploited in many American cities, however, I
was horrified to learn that such exploitation existed in Provincetown.  After
discussing this issue with associates in town, I believe the Health Department
should initiate an investigation into housing conditions provided for foreign
workers.

I also question the integrity of the organization that provides jobs through
Stop and Shop and other establishments in town.  Fair pay, fair hours and safety
conditions were all issues of concern expressed by foreign workers that I am
acquainted with. When a foreign worker is exploited into taking a low paying
job, that leaves less opportunity for locals to compete. Think about it and stop
the exploitation.

AS Selectman M. said,"I haven't been informed of the person chosen to be the
chair of the building committee--How did you find out so fast, Erik"?

Erik replied,"I don't remember who told me--lots of people--this is a small
town.

Look at the people on the committee. Who would have informed Erik immediately?

Re: Dogs
Anyone who feels they need to call people "nutcase" or "your highness"
obviously don't get the point of this blog. You are part of the problem. There
is no need for name calling. Who ever said "some dogs are cleaner than humans"
is correct. This dog however is not! It plays in the dirty outside the gum and
comes right in. I've watched the dog bother people while exercising. Not to
mention almost knock people down the stairs. Maybe the dog should remain outside
or stay behind the desk. You are also correct, it is as easy as going to the
other gym. Many people have for this very reason. It still does not take away
from the fact that there are health codes. No matter how much you argue the
point or get offensive one fact remains. Dogs do not belong at gyms, restaurants
or bars. No matter how much you love them you must be able to see that. I guess
time will tell. Several people that have switched gyms because of this very
reason. I know I have. Let's face it more w!
ill follow. A selectman or a one time selectman should know better. None of us
should be run out of places by a dog. Just as we should not be run out of places
by smoking. There are laws for a reason. For those who obviously haven't been
able to see the point, this discussion has been not as much about the dogs as it
has been about the blind eye. What's next unclean restaurants? Get out of town
once and a while and see how the real world runs.

Way to go              !

Respect is earned and Erik's behavior has done nothing to earn him respect.
Everyone knows he was not telling the truth when he said it was a note to

Once respect is lost it will be difficult, if not impossible, to earn it back.

Community Center

If any place is filthy it is the embarasment of the Community Center.
You can't blame it on the kids. The town should be responsable to provide a safe
and clean enviroment. I don't believe they do so.
Actually it is so pathedic to see the kids beng hosed down behind achainlink
fence inhaling the constant traffic emissions.
Cant we do better than that? Reminds me of a depressed urban area.

My Thoughts?

My thoughts are that this blog has become nothing but a
mud slinging forum.  Weak on a good day. What about the real issues facing the
town?  Overdevelopment, water resources, infrastructure repair, rising in-house
expenses, the balance between what comes in and what goes out?  A dog in the
gym?  Seriously.  Yingling and Peyton Place drama?  Seriously again.

Attention needs to be re-directed, if possible, to issues that matter to the
town in 5,10,15,20 years.
The beach was cleaned up near the Surf Club.  That's a good start.  Now keep it

"Closed"

Myself and some visiting guests took a walk through the town this
weekend and were dismayed to see several art galleries closed, despite having
"business hours" signs on the door stating otherwise. Personally, if I'm
interested in buying a piece of art I will make the effort to go back numerous
times if necessary. Tourists, however, probably won't and my guests won't be
returning this summer so they left without the painting they had planned on
purchasing.

Such a shame when so many business owners are constantly crying poor. If you
want to make some money, maybe you shouldn't take so many beach days.

Re: Against the Law

Texting other people on other boards, regulatory or not, is not against the law.
Conversations between members of various boards is no different than meeting
someone in the street. It does become a problem if a majority of one board is
conversing back and forth between themselves, whether a person from a different
committee or not is involved. In this case, if, say, Austin texted comments of
his own to a FINCOM member, it's not illegal. If he texted the comments to a
majority of the FINCOM, that's refered to as a chain and it's illegal if the
FINCOM discusses the matter amongst themselves by way of email as opposed to in
public. In this scenario, Austin does nothing wrong even though his original
comments started the chain of events.

Re: Finance Committee

I think this is the issue you are talking about

Charter Chapter 9.5.2

In the final three months of any fiscal year, no division, department,
commission, office or agency may expend, except for amounts previously
encumbered, more than one-twelfth of itsannual appropriation in each of
those three months, except with the approval of the finance committee.
3:18 pm edt

Re: Finance Committee

"When departments  over expend any given line item in each budget they
had to file a transfer request with the Fin Com and explain why they
overexpended that line item."

This process has nothing to do with Provincetown, it's Massachusetts General
Laws C.44, § 33B

The transfers should never be a surprise but mostly anticipated in the Town
Manager' report at the end of the 3rd quarter while the transfers take place at
the end of 4th quarter of the fiscal year.

This is the official wording

Transfer of appropriations; restrictions.  A town may, by majority vote at any
meeting duly held, transfer any amount previously appropriated to any other use
authorized by law. Alternatively, the selectmen, with the concurrence of the
finance committee, may transfer within the last 2 months of any fiscal year, or
during the first 15 days of the new fiscal year to apply to the previous fiscal
year, any amount appropriated for the use of any department other than a
municipal light department or a school department to the appropriation for any
other department or within a department, but the amount transferred from 1
department to another or within a department may not exceed, in the aggregate, 3
per cent of the annual budget of the department from or within which the
transfer is made or $5,000, whichever is greater. (c) No approval other than
that expressly provided in this section shall be required for any transfer under
this section

I served on the Finance Committee a number of years ago and I can tell you this
is not the way it is suppose to be done and would be a huge waste of everyone's
time.  But, I suppose if the current Finance Committee has nothing better to do
then do whatever you want, value added or not.

If you look back at the town warrant you will see each department budget
presented personnel costs, operating expenses and total.  By town legal counsel
opinion budgets for each department may not exceed the total personnel costs,
the operating costs or the total, if they do exceed the total then the BOS and
FinCom must both approve a transfer.

There is no requirement to look at every line at year-end and in my opinion
would be a huge waste of staff and FinCom member time.

The Portuguese Flags are put up for the Portuguese Festival by the
festival committee.  In coordination with the PBG flags are left up until the
end of July when the PBG puts up the Carnival Flags (including Rainbow Flags).
It is not about honoring or dishonoring America.  If you are so interested in
putting up American flags then you should either go out and buy them and hang
them up or convince the Visitors Services Board that we should have more of
them.

I think it is great that we have flags up as long as we do.  It would be great

flags all of June.

Board of Selectmen Meeting

"Folks take a look at the BOS agenda for Monday night":

http://www.provincetown-ma.gov/archives/44/120709bs.pdf

If you go to http://www.provincetowntv.org/town-government/board-of-selectmen/
you can watch a workshop regarding changes to the Open Meeting Law Act that town
boards (including selectmen) had to attend.  It's pretty interesting, but the
first part is all about electronic and unofficial communication between board
members.
My guess is this agenda (which has much more information on it than previous
agendas) is a response to that workshop.  It's not a conspiracy, it's an effort
to make things more transparent, which is good for us.

Re: Finance Committee

Yes, there is a reason Fin Com members are precluded from serving on
any other committee, but it's within their purview to oversee spending practices.
Why do you think there are budget line item #'s with in each budget? Why not
give each department a blanket sum to cover their operating expenses within that
department providing they don't exceed the total sum?  Line items are numbered
so that department won't "rob peter to pay paul" and move the money around to

Flagging an Issue

It is really sad when on the 4th of July there are more Portuguese
flags displayed through out the town than American flags. It is a dishonor to
America and Americans. Last time I loooked we lived in America and celebrated
America and not Portugal. We had the Portuguese festival it was wonderful and
great. But as soon as the 4th of July approached more American flags should have
been hanging than Portuguese. A lot of people commented on that walking down the
streets of downtown Provinetown. Yes this town is manly Portuguese and that is
great and everyone should be proud of that and during the festival or when it is
Portugal's Independence Day or heck every day of the year cover the whole town
with as many Portuguese flags as everyone wants but when there are more
Portuguese flags than American flags in Provincetown, Massachusetts, U.S.A. on
the 4th of July, America's Independence Day, then something is very wrong. It
shows no patriotism or love for this great country that we all live in.

on a municipal Finance Committee in Massachusetts before I moved here so I'm not
unfamiliar with how town government works.  It would appear this Finance

within their duties to question anything re finances. Check with the Bureau of

financial policy by recommendation to the voters (who pay the bills) is
certainly within the scope of their total responsibility..You all need to read

the already huge salaries of our town employees and pay for policemen on horses,
segways and a dozen huge cruisers to put on a show of force for a community with

an aging population and about five teenagers who "may" cause some mischief."

Oh Please! Did you not take a walk down Commercial St. yesterday? Well I did,
and I saw a lot more than five teenagers and an aging population, there were
THOUSANDS of people in town, as there are every day in the summer and the
increased police presence is warranted and (apparently) working as evidenced by
the relatively few incidents in town this fourth of July. I agree we need to cut
down on spending, but not at the expense of safety. Kudos to the police
department for a job well done.
1:19 pm edt

Provincetown Finances

What on earth are we doing about our unfunded liabilities, for pensions, debt,
etc.

The city of Stockton, CA has declared bankruptcy as a result of its $400 million
in unfunded liabilities. Stockton has a population 100 times that of
Provincetown, or approximately 300,000.

Provincetown's unfunded liabilities are over $75 million and our population is
just 3000.  So lets just incur more debt with a new police station, increase the
already huge salaries of our town employees and pay for policemen on horses,
segways and a dozen huge cruisers to put on a show of force for a community with
an aging population and about five teenagers who "may" cause some mischief.
So have a nice day and lets just spend more and more.

4th of July Horse Patrol

A most awesome sight I was witnessed to day (July 4th),approx. 5:30
P.M.. Heading east on Commercial St. from the west end were 4 horse patrols.
The horses were in perfect command by their riders who were riding two abreast.
They were cooperative by stopping upon request for pictures to be taken by
tourists who thought it was a spectacular sight also. One said that was the
highlight of their day here and only fireworks can top that for a most wonderful
stay in Provincetown.I'm sure the people that are anti-police will have plenty
of negative complaints about the horse patrol.  They always do! But then some
people would kick at a football game!

Ethic Charges

After I read about the ethics violation charge against the FinCom
chair I watched their meeting on-line to see what happened, but I guess it
wasn't related to the meeting.

Interesting no staff at the meeting, don't know if I've ever seen that.
Couldn't figure out what Duanne was talking about, I didn't hear anyone say
FinCom couldn't have any document they wanted, did I miss something.

I heard finance director's e-mail, heard Austin talk, sounded like Austin was
saying to back off, you don't make policy.  Sounded like FinCom then said we are
going to do whatever we want.  Doesn't look like FinCom has a good relationship
with staff or the BOS.

Going to be a fun year to watch !

Re: And Here We Go

I would hope that the selectmen decide on fixes as they would with their own
homes, fixes that can be brought to the new station or used elsewhere in the
town once the current building is torn down. Window AC units, security cameras
that can be re-used in the new station or elsewhere in town, systems that won't
simply be thrown out in the garbage when the new building is built. The police
have been working in these "poor" condidtions for this long, what's a couple
more years?

Sorry, but you can't always get what you want when you want it.

Re: Police Chief Salary

Erik Yingling was on FinCom until May of this year and knows exactly
what the Police Chief's salary is, and has the documentation to prove it.
He's supposed to be the 'voice of the people' and we know he reads this blog.
I call on him to honor his commitment to this town and provide the accurate
information on this topic and stop the inflammmatory misinformation that is
being spread.
12:04 am edt

Police Chief Salary

From town annual reports:
Police chief salary 2010-- $112,028.76
Police chief salary 2011-- $115,443.80
Percent increase-- 3%

From town meeting warrant:
Police chief maximum salary-- $128,125

The chief is nowhere near the maximum for his salary.  He got the same cost of
living increase others did.

Re: Ethics Charge?

Filing a charge means nothing. Tjhe ethics commission takes the charge and
that's where your public knowledge of the issue stops. They may or may not
follow up on the info, they may or may not contact the subject of the complaint
and they may or may not take action. You, the complaintant, will never know any
of what happens at the commission level until and if the subject of the
complaint decides to divulge the fact that the commission has investigated
him/her and if they have taken action.

Nothing will happen at te selectmens meeting.

Re: Dog Park

I'm sure you noticed that it's been really hot the past week.  That isn't
conducive to dog play or to human's standing around baking in the sun.  The dog
park is busy in the AM and then later in the day (usually around 5 PM) when it
cools off.

To head off your next "question," the reason there is inadequate shade in the
Dog Park is because it sits on top of the pipes that go out to the wastewater
treatment plant.  The pipes are relatively shallow so anchors can't be put in
that would allow shade given the high winds we encounter at the tip of the Cape.
The Dog Park was extending into the trees last year, which helps a bit.  And the
really dumb looking (in my view) Indian Sculpture was put into the small Dog
Park as well - it is effectively useless for shade.

And finally, just so we don't have to revisit this ad nauseum, the shallow pipes
are also the reason that affordable housing wouldn't have worked, or any other
use that "would have been clearly better than a dog park because Provincetown
cares more about dogs than its [children], [seniors], [whales], [poor], [etc.]"
Pick your poison.

Oh, and the Dog Park was privately funded and is privately maintained so let's
skip the tax argument too.

The Dog Park is open, it's been positive for the community and for the many
people who use it daily and it is amazing to me that it still draws any
attention at all on this blog.

(Here is where you post that you were really just inquiring about whether the
Park was open and had no other agenda and I'm an a** for responding in this
tone.  Uh huh.)

10:57 am edt

Re: Provincetown Library and Police Chief

You're inciting hysteria for no reason once again.
The library board meets, the minutes are posted.  The agendas for upcoming
meetings are posted on the town's website and in the Banner in a timely fashion.
The board chair is a Provincetown homeowner and taxpayer who is registered to
vote here.  The fact that she spends part of the year elsewhere puts her in the
majority of townies who spend off-season months away.
The board has posted meetings for 15 times in 2011 and has posted minutes for 4
meetings in 2012, from January through April.  They have not posted the May
minutes, if they had a May meeting.  June minutes wouldn't be posted until they
are approved at the July meeting.  Judging by past minutes, meetings are held
later in the month.
The library is doing fine.  They are busy and are doing good programs like
having big authors like Paul Theroux come to town, as well as other speakers,
movies and children's programs.
They were not 'given two years to get their house in order' by the state.
There was a one-time issue with a budget reduction that has since been
rectified. There was no criticism of management or of the library's importance
to the community. There is no danger of losing CLAMS, losing library services,
or the library closing.  If you look at the budget that was approved at this
year's town meeting it is healthy and indicates a library that is doing well.
The police chief did NOT receive a $17,000 raise.  That's just ugly lies
designed to incite distrust and muddy the waters surrounding the need for a new
police station.  Call the finance director- you can get the chief's current
salary, his last year's salary, and the % increase.  It's nowhere near what
you're saying.
This website professes that it promotes free speech, but it's actually just
allowing people to make up lies and publish them for their own twisted means.
Clarence, you're a man of integrity.  I ask you to demand that same integrity
from those who post to this blog.

Fact vs Fiction

When you read this blog how much do you assume is true?  Everyone is
entitled to their opinions which are neither right or wrong.  But, not everyone
is entitled to their own facts.  Quickly glanced through postings and could see
all the mis-information being posted.  Two quick ones

Police chief did not get a $17k raise.  Not even close to that and his increase
was part of his contract signed in 2011 in an attempt to make his pay
competitive to other Cape towns.

Library is in no danger of losing its accreditation.  No danger at all.  A
couple of years back the town cut the library budget and that raised red flags
with the state accrediting body.

The danger here is when people read this blog and assume the information is
correct.

Dear Voters/Attn: Police

When taxpayers are extremely concerned about the financial cost of a new police
station and what effect it will have on their taxes that alone should be a major
concern. When you are the police chief and you are fully aware of the taxpayers
concerns you don't go and give yourself a $17,000 pay raise.

I take this as a slap in the face and I'm sure now the only thing I can do is
vote no on the request for a new police station and hope the police chief enjoys
his pay raise. Maybe he will hope by then we will forget but when I take into
consideration the other things he has done as well, I doubt we are going to

I looked at the library board minutes.  The last ones are from April 2012.
Assuming the board hasn't met in July to approve the June minutes, they are
missing only the May 2012 minutes.
I also counted the number of meetings.  Of 16 meetings held since the current
chair took office, she was present at 14 of those.  That doesn't sound like a
summer-only person to me.
As far as agendas go, they don't need to be posted until the week before the
meeting.  Looking at other boards, once the meeting has passed the agenda is not
visible, so I'm assuming that prior library agendas are the same.
I've seen this post repeatedly, and it sounds like the sour grapes of one person
who is unhappy.
Those meetings are public.  If you're so concerned about what's going on, why
not take the time to go to them and ask questions?  Then, if you don't get the
answers you want, you'll actually have something to complain about.
Or is it just easier to spread lies and half-truths?

What other options are there if the AC doesn't work, the security system doesn't

Even if a new building is approved, by the time the building committee does its

a year or two in the future.  Plus how long will it take to build a new
building?  We're talking probably at least 3 years until the police station is

on."

Once again you've gotten it wrong.  There were no large raises given out this
year.  Look at the facts.
FinCom approves all salary increases and recommends them to town meeting.  Do
you think Erik Yingling would vote to approve huge increases to certain staff?
I doubt it.
In 2010 there was no librarian for 7 months after the previous librarian quit.
Obviously the new librarian's salary would be low, since none was paid during
the time the position was empty.
The maximum salary for a police chief is $128,125.
The maximum salary for a librarian is $65,000, so there's no way she's making
the outrageous amount quoted earlier.
That doesn't mean those two people are getting paid those salaries.  I haven't
read anywhere where specific salaries were listed, but I understand that
everyone received a 2% cost of living increase.
The salaries are public information.  If you call the finance office I'm sure
you can get the correct figures, if in fact you are interested in the truth.  Or
you can ask the FinCom, who approved the specific salaries.  Do you think they
would have approved large increases for some staff, especially a no one like the
librarian?  I would bet that if anyone was to get a large increase it would be
someone like the asst. town manager or the finance director, someone in an
important position.
Also, if you review salaries on the cape, i bet provincetown does not pay on the
high end.  That's just my opinion, given the wealth of some of the towns here.
It seems more like you people just like to stir the pot, and don't care about
the truth.

His questioning of Ann Maguire clearly was personal.  He has a vendetta.  She
responded extremely well.  When asked why she left her term early, she simply
said she served out her term.  She never left a board seat early in 17 years,
but rather she opted not to renew for another term.  Then he went down a path of
asking why she blasted a fellow board member to The Banner.  She responded that
she never mentioned anyone's name, and this was an isolated incident in 17 years
of service.  Yingling wouldn't let it go.  How can the Town expect anyone to
volunteer for service, when candidates are interogated under cover of a thinly
veiled personal vendetta. This man is not serving the town well.

Raises for Town Employees

Why are some employees getting raises while others are only getting the cost of
living increases?  I overheard a conversation that only cost of living was going
to be given yet bloggers are writing in that the Police Chief and the Librarian
are getting a sizable raise. Can someone explain to us taxpayers what is going
on.

Re: Raises, Raises, Raises

Raises for the Town Manager and the Police Chief have TO STOP. This is
Tom Coen's  and Ann Maguire's legacy.  Laughable!!!

No wonder Sharon stated in the Banner that these characters were revered in Town
Hall! If they had maneuvered us taxpayers to pay for such a salary increase for
me, I wouldn't revere them; heck, I'd canonize them!

Thankfully, we finally woke up!!!

LET'S FREEZE THESE TWO SALARIES UNTIL THEY'RE AT PAR WITH OTHER TOWNS WITH
SIMILAR POPULATION SIZES.

Raises, Raises, Raises

Why Jeff Jaran should be making more than $110,000 and why Sharon Lynn should be
making more than $120,000 is a question that needs a serious answer. These
salaries are problematic. Where is fiscal responsibility?

Why Wasn't David Bedard's Evaluation Read for Vernon Porter?

David Bedard's evaluation should have at least been presented in Vernon Porter's
evaluation. that would have made sense. It would not have been an official vote
but it would have presented one member's evaluation.

If this is how the BOs treat their own, we have serious problems in this town.
that is not news but I am offended at how these selectman think and act. How
insulting they are and how heartless they are.

I Am Pleased with the New Fin Com

They are great and finally a board with expertise and toughness and
determination to ask tough questions. They are not "yes" people but individuals
who know their responsibility and it is to the town.

So pleased that we finally have such a professional Finance committee. what a
great step forward.

Police Chief Pay. Can This be Right?

2010    $105,000
2011    $111,444
2012    $121,750
2013    $127,837

That's a pretty incredible jumps?

Re: Police Chief Massive Raise

"Nobody is lying and nobody is misinformed...."

They are one or the other.  No way a calendar yr total from 2011 is less than
the current fiscal year.  And that is what the poster  stated.

Either an intentional lie or a mis-informed poster.  You pick.
10:54 pm edt

Re: Police Chief Massive Raise

Do a simple google search and you will see in May 2011 the police
chief got a new contract with a base salary set at $121,750.

Would the previous poster care to explain his/her posting

" Well.... now the truth comes out about why they're forcing out the janitor. It
has now come to light that the Police Chief received a whopping $17,000.00 raise
as of today. His base salary went from $110,000.00 to $127,000.00!. . ."

Obviously your posting was not accurate.

Re: Police Chief Massive Raise

Re: "Town Meeting approved raises ranging from 15% to 22% for
management employees and department heads. Get over it."

Clarence, as a member of the Finance Committee do you not feel any obligation to
the facts?  Or is it the intent of you and your 'group' to intentionally lie to
the public to stir things up?  Is this what you and your 'group' does for
attention?

As a member of the Finance Committee I would think you would hold yourself to a
higher standard, yet it appears you are in the gutter with the rest of them.

If any of the readers of your pathetic blog care to know the facts not a single
employee received an increase of 15 to 22%.  I asked the question when I heard
the last Finance Committee discussion about the budget and payroll increases
being presented to town meeting.

As a current Finance Committee member you should know this information, but
apparently I,  a non-staff, non-Finance Committee member,  know more about the
town's finances than you.  That's pathetic, but perhaps it answers the question
if you deliberately publish lies on your blog.

Re: Police Chief Massive Raise

Nobody is lying and nobody is misinformed.... Town employee salaries are listed
in the town book as calendar year. However, the actual salaries are done as part
of the fiscal year.

Fact check.  You are either intentionally a liar or grossly mis-informed, not
sure which is worse.  Yes, it's public information about public officials and
it's also incorrect.   A simple look at the annual report would tell you his
salary was $115,444 in calendar yr 2011, not the base salary of $110k you state.

Curious as to how it benefits you or anyone else to lie.

BOS v Vernon Porter on TV

"Why did the Bd.emphasize to bd. member,Eric Yingling, when he wanted to
speak, that he couldn't because he was new on the Bd.and didn't know about that.
That was a contrived "kangeroo" performance that was specious and deliberarely
evil. .  ."

Yingling was not asked to participate because they were reviewing Vernon for the
past year when he was not a Selectman, how could he provide insight when he
wasn't even there?  And what was Erik' comment?  I think he's a good guy.  That
insightful comment ranks right up there with his comment on Lief for Building
Committee - he's a good guy, born and raised here' as if that gives him some
special knowledge.

No one is ever going to hear a comment from Yingling and say 'wow, that was
deep'.

BOS v Vernon Porter on TV

Just watched the latest BOS mtg. I can't believe they made the BOS
secretary sit there in public, on TV, and get his employee performance review.
How nasty of the BOS to find loopholes so that they could make him endure this
humiliation. NOBODY ELSE has ever been made to do that. Shame, shame, shame.

The poor man handled it with dignity, responded honestly and from the heart, and
that is to his credit. I don't think I could have done it. It's so obvious that
this was just an act of revenge against him for having garnered so much support
from the public.

FinCom of TV

I urge taxpayers to watch the last two Finance Committee meetings with
the new board members. How do they possibly expect to work cohesively with the
BOS and Town manager? Fin Com members keep insulting them with claims of
'conspiracy' while in the same breadth say they want to work with them
constructively.

Provincetown taxpayers are not happy with the 'new' Finance Committee's paranoia
and dysfunction!

Put your overinflated egos aside and do the job you are charged to do and cease
and desist crossing the line beyond your purview!

with these two. How can they justify spending my tax dollars (yes, I am a
taxpayer)so lavishly? And Clarence.... don't edit this because it's public
information about public officials.

Re: Public Smoking

I just read the "re - re smoking response" and need to add my three
cents. Your statement of I smoked in the 70's tells volumes. Why were you so
willing to? And now because you want what you want and HARM yourself in making
personal bad decisions you need to dictate to others. Why are you not drafting
an article in front of town meeting to band cigarette sales? We came together
once before in banning the machines so non-adults could not buy cigarettes.

Call me a liberal which I am, call me a free speaking which I am not, call me
"in for the money" which I am not but what i am not is someone who thinks I have
to decree how everyone else has to live because I do not like something. I am
saying I am for personal choice and for business and people to be intelligent to
make that choice. You already stated that you do not go to certain places
because "it is not what or where you choose to be". I applaud that and I do that
same thing quite often. But I do not dictate to them how they MUST be I just
back away and go on with me life. People need to be people .. and yes that means
faults and "people other then I want to be with. And you know, instead of
screaming the wrong in what I want, I just go elsewhere. That is for each person
to make: not for one person to demand his/hers own personal utopia. Your
"demanded" utopia really is a personal choice and not respecting others
decisions but, instead of not going somewhere "not in your!
liking" you "demand" they go away. So much for personal freedom and choice" to
like in a town that was/is about that. You don't have to like what I say but you
really are saying about the same demand of "my way"since i want to be there"
instead of a place that is more my liking and a great friend who worked in a
club (and was black) but had to triple id blacks coming in. Just wrong that you
want to blacklist a group of people just because you wanted to go there. Just
wrong and more wrong because you think you are saving the world.

Re: Public Smoking

"Your Tea Party thinking needs to leave town."

Hate to tell you, but the concept of "love it or leave it" is indeed "tea party"
thinking. In fact, it's the basis of their platform; Exclusivity except for
those in total agreement. OOops. Once again, no thought went into your writing
and no logical ideas prevailed in your essay. One is sorry for your personal
losses, and happy that you've quit smoking. A noble accomplishment! But who
suggested the writer you are commenting on smokes? Again, assumptions without
fact.

This is about business and rapidly encroaching erosion of the rights of
individuals who endeavor to provide service to all members of society. Simple as
that. Don't buy my argument? Go try to by a 24 oz. soda on the island of
Manhattan. A little man who has a big job as Mayor has dictated that the
establishment that sells it to you shall be fined $250.00. Doesn't that in some
way smack of treason to the soul of individual choice and personal
responsibility? Right or wrong to sell or purchase that much soda? It doesn't
matter. What does matter is that someone is mandating control over what is a
legal product to adults.

And as for reference to the past, well, I know that period well and this sort of
"nanny state" syndrome was exactly what led to the crush of rights and,
ultimately, worse. It was an analogy of searing stretch--one must admit--but a
fact not easily ignored if you researches the genesis of control in that time.
Sorry to offend, but to be blind to the million little cuts of a rampaging
government's sword is to end up skewered on the end of said sword.

BOS and Current Administration Abuse of People

Why are bloggers worried about the Webmaster using his blog to enhance
his Finance Committe and decisions? No one commented here on the Asst.Town
Manager's partner being on the Fin Com. You don't think there'll be conflict &
bias with that?  Why were the Bd. Of Selectmen so rude as to not allow Vernon's
lawyer to speak to the Bd.during Vernon's evaluation?  Why did the Bd.emphasize
to bd. member,Eric Yingling, when he wanted to speak, that he couldn't because he
was new on the Bd.and didn't know about that. That was a contrived "kangeroo"
performance that was specious and deliberarely evil. I'm not related to any one
mentioned here and not a town employee.  Just an observer who is tired of
watching the current Bd. and Administration abuse people if its not going their
way.  The "stacking process game" must stop. Operating the Town is for the
common good and not personal gain. It's serious business so do your jobs or get

Affordable Housing

AFFORDABLE HOUSING LETTER IN THE BANNER

The Affordable Housing Developments are money makers for the developers. They
get tax credits which they sell to big corporations.

The owner of the Murchinson House made his millions on affordable housing
development.

Mr. Ted Malone has been building housing developments and creating "Low" income
housing for over 12 years.

No one said that it was going to make life easy for anyone--just that it is less
than Market value. Provincetown is so over developed and there are so many
housing projects and low income housing projects that there isn't room to build
more.

Too bad your monthly Social Security check doesn't cover your expenses. Perhaps
you need to live in a place that is more affordable.

Living here is a struggle for homeowners who bought many years ago and who don't
have a high paying job.
